2011 ADC WINTER FORUM | PAGE 2 Cross-Boundary Partnerships The Next Generation of the Readiness and Environmental Protection Initiative (REPI) and Sustainable Ranges Initiative Nancy Natoli, Office of the Secretary of Defense
3 Sustainable Ranges Initiative Ensure continued military access to the land, air, sea space, and frequency spectrum necessary for training warfighters and testing systems… … while remaining excellent stewards of the environment and good neighbors in communities Three components: Readiness and Environmental Protection Initiative (REPI) Education and Engagement Regional Partnering
4 Education and Engagement Enhance public engagement and improve collaboration Educate key national and state opinion leaders who drive influential federal, state, and regional policies/legislation/regulations Outcome: Stakeholders work together for policies, actions, and legislation that promote military readiness and support DoD’s mission “Range Tours allow the two communities to see the same ground through the lens of the other…provides a forum for talking to each other and working towards mutual goals.” -Sierra Club Lands Director
Regional Partnering Regional partnership between DoD, States and multiple federal agencies Purpose – seize opportunities and solve problems in value-adding ways that provide mutual and multiple benefits to the partners and sustain the mission Effective Working Relationship + Good GIS Map + Collaborative Planning = Multiple and Mutual Benefits
6 Readiness and Environmental Protection Initiative (REPI) Non-federal partners cooperating and cost sharing for land protection and conservation Preserves current capabilities Protects against incompatible use of non-federal land that risks warfighter access to the installation and range platforms necessary for readiness Avoids costly future reinvestment to reproduce or replace training and testing capabilities REPI is a cost-effective tool to protect current and future combat capabilities
