3 A thorough analysis of underlying causes of poverty and social injustice at multiple levels with multiple stakeholders. Next Steps: Review and deepen the Causal Analysis Use the Power Within tools for further analysis Determine what we know and what we don’t know? And possible steps to know what we don’t know. By the end of November all TGs will be identified. In Aug. 2008 “ Girls in remote areas” TG has been analyzed from UCP prospective to stand on the underlying causes of not enjoying their rights to quality education. In September 2008 all 5 TGs have been analyzed from RBA prospective to identify the rights/duty holders and why duty holders are acting on their duties.

4 An explicit theory of change that is rigorously tested and adapted to reflect ongoing learning. In order to achieve the desired goal, the program will have to ensure the following: Children themselves are aware of their rights and are actively participating to realize these rights Community members and school staff have overcome discriminatory attitudes and appreciate diversity among children. Schools communities are collectively mobilizing and sharing resources and advocating for improvements in their schools School communities have the capacities to use active and child centered learning methodologies Schools and educational systems become inclusive and welcoming to all children

This list was reached based on the forms of discrimination that were identified at by the task forces that were not identified by other programs The geographical concentration of the target group was identified as Upper Egypt based on the experience of CARE Egypt, however, during the research phase the geographical concentration of these target groups would be further analyzed and revisited if needed. An initial Causal analysis was done by the task forces Next Steps: Review and deepen the Causal Analysis Determine what we know and what we don’t know? And possible steps to know what we don’t know.

In order to achieve the program goal, the program will work on the following: 1.Addressing discriminatory communities’ attitudes towards the target groups to ensure that community members are respectful of girls and women’s rights. 2.Influencing decision makers’ attitudes to change existing laws that reinforce discrimination and influencing law enforcement authorities’ attitudes to ensure the proper implementation of existing laws. 3.Ensuring girls and women are aware of their rights and have the capacity to demand that duty bearers fulfill their obligations towards them.
