2 National Aeronautics and Space Administration www.nasa.gov 2 Organizational Issues Lack of focus for advocacy and execution of space-related projects within and outside of GRC Current matrix organization requires PM to coordinate with too many managers to get the work organized and executed. Redesign the GRC Organizational structure to consolidate discipline expertise and establish clear lines of communication, responsibility, and authority necessary to perform a major space flight development assignment Flight software is embedded in the CIO Office (unique to GRC).

Consolidate all systems engineering in a new Engineering Directorate (addresses concerns in the assessment). Move Software Engineering to Engineering Directorate (addresses concern in the assessment). Move Computing Science from CIO to appropriate organizations in Engineering and in Research and Technology (addresses concern in the assessment). Merge Aeronautics program management structure into Research and Technology.
