CLIP activity stands for  Cities for Local Integration Policies for migrants Network of more than 25 European cities managed by the European Foundation (EU-Agency): Start January 2006  Two meetings of all cities per year paid by each cities Other Partners  City of Stuttgart and the City of Vienna  Council of Europe (Congress of Local and Regional Authorities)  Co-funding organisations (e.g. R.Bosch Foundation) Research support by five leading research centres on migration in Europe Budget per year  350,000 Euro

Cities in the CLIP network Representation of cities in all regions of Europe Mix of medium sized and larger cities Participating cities in the network: more than 25  Dublin, Sefton, Wolverhampton, Antwerp, Liege, Amsterdam, Breda, Turku, Luxembourg, Torino  Copenhagen, Frankfurt, Stuttgart, Arnsberg, Brescia, Istanbul, Izmir, Terrassa, Mataro, Barcelona, Valencia  Prague, Budapest, Zagreb, Ljubljana, Örebrö, Tallinn Effort to extend the network of cities to around 30

Improve local integration policies and practice on the European, national, and local level  Organise a systematic exchange of experience on ‘what works’ between local authorities in Europe  Support the articulation between the European, national and the local level on ‘good’ experience in order to deliver a more effective integration policy for migrants (Combine a bottom-up with a top- down approach) Our understanding of ‘integration’  A two way process based on mutual rights and corresponding obligations of legal resident third country nationals and the host society, which provides for the full participation of immigrants (mutuality)

Organise an effective peer review process between cities by describing, comparing and evaluating local policies  Combine analysis with action research, build-up trust  Involve organisations of migrants, NGOs, Social partners, churches  Work within a medium term perspective of 4 years Themes  Housing conditions and segregation of migrants (finished)  Personnel policy of local authorities and provision of social services for migrants (implementation)  Intercultural dialogue in particular with Muslim communities (started)  Ethnic entrepreneurship (start end of 2008) Output  Case studies, analysis, practical policy recommendations

6 02/06/20156 Governance: Holistic and integrated policy approach to integration of migrants Adequate information regarding the number, structure and dynamics of migrants Need for cross-departmental cooperation combined with central coordination Inclusive governance approach  Roundtables with NGOs, Housing Associations, organisations of migrants etc Support on the local level for  Preventive measures  Culture of evaluation  Anti-discrimination measures and monitoring

7 02/06/20157 Intelligence on housing conditions and access to the local housing market Information and intelligence on local housing conditions  Indicators and monitoring of access to housing and housing conditions  Monitor spatial distribution on low spatial level by expert unit  Use flow and stock data Access to the local housing market for migrants  Particularly important for new arriving migrants  Low-threshold ‘on-stop’ advice centres  Information in different languages  Complaints procedures  Systematic monitoring of discrimination against migrants

8 02/06/20158 Importance of social housing and affordable home-ownership for migrants Importance of social housing: Prime mean for local policy  High importance despite policy discourse on privatisation  Un-discriminatory access of migrants (Waiting lists?)  Smaller units of social housing scattered through city  Access: Check usefulness and legality of quotas  Effective local support for social housing cooperatives Affordable home ownership: Just a dream?  Provision of subsidies or tax reduction  Support access to mortgages  Provision of municipal land  Involvement of migrants in housing cooperatives of home owners

9 02/06/20159 Privately rented housing and the challenge of overcrowding Privately rented housing: More public-private partnerships  Innovative practices of public private partnerships can be observed  Contractor by renting private property  Provide municipal ground  Mediator for contracts between migrant tenants and owners Overcrowding and quality of rented housing  Review powers and resources to deal with this  Licensing system for private landlords  Cooperation with other agencies to share information

10 02/06/201510 ‘Soft’ urban renewal and anti –segregation policy ‘Soft’ urban renewal  Reconversion and up-grading instead of demolition  Involvement of residence, empowerment, community relations  Employment programmes for low income groups  Allocation of public institutions and services  Increase attractiveness for middle class families Anti-segregation policy  Better spread of social housing and smaller units  To much emphasis on inflow of migrants instead of retention of middle class families, improve neighbourhood image  Voluntary measure more effective than imposed quotas

11 02/06/201511 To conclude CLIP is an exciting new departure for a joint learning process of local authorities Results of CLIP work will be published and discussed in regional seminar throughout the EU Other cities are invited to join CLIP CLIP will intensify its cooperation with the European Parliament, European Commission and the Committee of the Regions in 2008 and beyond
