2 Introduction Background: The UE is identified by a unique identifier which is called International Mobile Equipment Identity (IMEI) in 3GPP technology and Mobile Equipment Identifer (MEID) in 3GPP2 technology. A dual mode UE will either have IMEI or MEID; but not both at the same time. Purpose: This study is how to assign the IMEI and the MEID identifiers so that a dual mode UE can roam in both 3GPP and 3GPP2 networks. This study is also giving an overview about the structure of Instance ID and how it needs to be designed based on IMEI or MEID. Decision: How the Instance ID for 3GPP2 UE should be. How the Instance ID for a dual mode 3GPP/3GPP2 UE should be. Page 2

3 3GPP UE - IMEI The structure of the IMEI is according to follows: NNTTTTFF-ZZZZZZ-C where, TAC: NNTTTTFF Serial Number: ZZZZZZ CD: C or SS NN - Reporting Body TAC - Type Allocation Code FF - Formerly Final Assembly Code; proposed to be fixed to ‘00’ until Q2 2004 to allow network operators to modify billing systems and associated analysis software. ZZZZZZ - Serial Number CD - Check Digit; transmitted as a ‘0’ integrity protection. SS - Software Version Number Page 3

4 3GPP2 UE - MEID The proposed MEID structure: RRXXXXXX-ZZZZZZ-C where, Manufacturer Code:RRXXXXXX Serial Number: ZZZZZZ CD: C All of these fields are defined as hexadecimal values with the following valid range. RR - valid range A0.. FF – globally administered XXXXXX - valid range 000000.. FFFFFF Where possible allocation may be as follows: 000000 - for test/prototype mobiles allocated in small quantities 000001 - FFFFFE - allocated to regional administration bodies or mobile manufacturers, subject to industry agreement FFFFFF - reserved ZZZZZZ - valid range 000000.. FFFFFF C - valid range 0-F - not transmitted over the air Page 4

5 Partial Conclusion IMEI is always a decimal numberingeven if the format is hexidecimal MEID is a hexidecimal numbering. Since the two most significant digits of an MEID is always a hexidecimal number (A0 … FF), an MEID will never overlap with an IMEI. Page 5

6 Dual mode 3GPP/3GPP2 UE A dual mode UE which can roam in both 3GPP and 3GPP2 networks needs to have an IMEI or MEID which can be recognized in both networks. Since the first 8 digits in the IMEI and MEID are the only digits which differ from each other, they should vary in the range which both networks allow. The 3GPP2 network theoritically allows a variation from 00000000 through FFFFFFFF versus the 3GPP network allows only in the range 00000000 through 99999999. Therefore, in order to have compatibility between the 3GPP and 3GPP2 networks, the first eight digits of the dual mode UE identifier must vary in the range 00000000 through 99999999. Currently, it is decided that the first two digits of the dual mode UE are 99, therefore the remaining 6 digits must in the range 000000 through 999999. Page 6

7 Instance ID -- IMEI The Uniform Resource Name (URN) namespace for GSMA and the sub namespace for IMEI are defined in draft-montemurro- gsma-imei-urn and is adopted by 3GPP as the Instance ID. The Instance ID uniquely identifies the UE when registering to the IMS network. Once the UE has registered its Instance ID, that istance ID will stay the same for the entire life of the UE. New GSMA requirement that UE MUST register its Instance ID at the time of IMS registration since the IMS can be provided by other operator than home operator. Since the IMEI check by MME is not mandated, the IMS providing operator wants to have the ability of IMEI check. As an example, an Instance ID is: Urn:gsma:imei:90420156-025763-0;vers=0 Page 7

8 Instance ID - MEID The URN namespace for CDG and the sub namespace for MEID are not defined yet and need to be sspecified in the IETF. Page 8

9 Instance ID – Dual Mode UE Depending on the applications, a dual mode UE gets an Instance ID suitable for 3GPP or 3GPP2(when defined). Once the dual mode UE is assigned, the Instance ID is irreversbale. Therefore the dual mode UE can either use IMS provided applications by 3GPP or 3GPP2. Unless the IMEI URN and MEID URN are specified exactly the same. Page 9

10 Conclusions It is concluded that the first 8 digits of the MEID must be in the range of 00000000 through 99999999 so the 3GPP2 UE can be a dual mode UE. As the second conclusion is that 3GPP2 needs to make a decision whether to reuse exact the same URN for MEID as it is used for IMEI URN so that all global applications can be used, no matter 3GPP or 3GPP2 UE. There is a confusion in 3GPP-CT1, 3GPP2 must clarify how to proceed with MEID and IMEI and theirs Instance ID assignments. Page 10
