Trafficking and labor abuse is a global problem not a seafood problem Seafood: consumer awareness of the issues is increasing rapidly due to media, NGO and US State Department rankings for Thailand Greater Mekong area: trafficking and severe labor abuses are documented to occur commonly due to heavy reliance on undocumented migrant workers Both wild-catch and farmed products affected Companies committed to CSR will need to show due diligence in trafficking and labor abuse issues in supply chains Labour Safe Screen TM ©2014 All rights reserved OVERVIEW

There are major labour issues at the front end of some supply chains, where accountability may be very limited. THE ISSUES At-sea Migrant labour may not hold legal ID, or properly registered work permits, or fake documents Labour may be sourced from unscrupulous brokers Vessels that have a background of illegal activities/worker abuse operate in some areas On-shore Peeling and processing sheds may use under-age and otherwise vulnerable workers, and force them to work in bondage conditions, particularly if their migration status is unstable accountability in the front-end of seafood supply chains can be very limited by lack of traceability Currently - verification of any level of compliance with standards, laws and agreed practice is very difficult, right across the sector. 5 WORKING CONDITIONS IN FISHING AND SEAFOOD ARE CHALLENGING AND DESERVE RESPECT. Supply chains can be cleaned up by improving conditions in the most vulnerable places for the most vulnerable people. Labour Safe Screen TM ©2014 All rights reserved In some parts of the world, seafood working conditions need attention and improvement, particularly on fishing boats in fishing fleets that are operating outside of the law, as well as in the informal market sector around ports.

Adapted for seafood from the UN indicators of human trafficking The goal is to improve working conditions at the worst end of the spectrum of labor abuse. Labour Safe Screen TM ©2014 All rights reserved

Without uniform global standards, the first step to improving conditions is reaching agreement on absolutely unacceptabl e conditions. At sea In port Processing Labour Safe Screen TM ©2014 All rights reserved

Establishing a baseline of minimum acceptable conditions is the second step. Labour Safe Screen TM ©2014 All rights reserved

pinpointing where working conditions need to improve. The Labor Safe Screen is a diagnostic tool for seafood companies to use to eliminate risks from their supply chains by pinpointing where working conditions need to improve. Labour Safe Screen TM ©2014 All rights reserved 2014 Pilot for Thai seafood: To find out where labour is most at risk and how working conditions can be improved in those places.

2013/4 empirical research in the seafood sector and network building in the anti-trafficking community to learn where labour exploitation and abuse occur and how working conditions need to improve. When complete, participating companies will: -Learn which suppliers can most affect positive change. -Improve working conditions in vulnerable places. -Ultimately be in a position to verify that labor is safe throughout the supply chain.
