6 53 & 63 Findlay Drive Official Plan Designation Low Density Residential  Uses permitted are single detached, semi-detached, duplex and small-lot single dwelling units.  Other permitted community services or public uses include schools and day care centres. DC-2

7 Residential Second Density (R2) & Residential Second Density Exception Thirteen (R2-13) Dwelling units types that are permitted include single detached, semi-detached, duplex and boarding homes. The R2-13 zone recognized existing dwellings on private servicing (pre- Findlay Drive/South Servicing work). 53 & 63 Findlay Drive Existing Zoning Classification R2 & R2-13

8 53 & 63 Findlay Drive Proposed Zoning By-law Amendment Purpose and Effect To rezone the land from the Residential Second Density (R2) Zone to the Community Services (CS) Zone.  The CS zone is a quasi-institutional zone.  The CS zoning permits a School and a Day Care Centre. Site Plan Control The development will also require a Site Plan Control Agreement with supporting documents including a Phase 1 Environmental Site Assessment, a Geotechnical Soil Report, a Stormwater Management Report and a Traffic Impact Study. Deeming By-law The 2 separate lots will also need to be legally merged in title.

9 Tony Dominguez, Rogers – November 22 nd letter No concerns regarding this proposed amendment. Holly Spacek, S.C.D.S.B. – November 25 th letter Planning staff have no objections. Tim Salkeld, N.V.C.A. – November 25 th letter No objection to the approval of the zoning amendment.

10 Brian & Lynn Dueck, 563 Maple St. – November 26 th email Ensure that vehicular driveway access to the school is off Findlay Drive only and that the building frontage be oriented towards Findlay. We feel that providing pedestrian/cycling connection from Maple Street to Findlay Drive is important. We recommend the Town considers putting in a pedestrian cross walk at Maple and Campbell. We want to ensure that the public can have access to school fields/playground during non-school hours. Like to ensure the building is of an architectural composition that is respectful of the surrounding neighbourhoods, and the use of "portables" is reduced or ideally eliminated. There should also be adequate perimeter landscaping surrounding the site providing a visual buffer for adjacent residents.

11 Paulette Clement, 51 Trott Blvd. – December 2 nd email She supports the zone change to allow a French school to be built. This project may encourage more young French families, or other families, to establish in Collingwood. We have to ensure a good education in our region to maintain the bilingualism in Canada. David Howden & Catherine Mackay, 568 Maple St. – December 9 th letter All vehicle access be from Findlay Drive. A permanent pedestrian walkway is required to connect Maple Street and Findlay Drive. Ensure that all necessary measures are taken to prevent run-off water. Prefer that use of portables be avoided through careful capacity planning. The Town should secure a commitment from the school board for community access to playground facilitates during non-school hours. Seek further consultation during the Site Plan development process.

12 Ron & Barbara Robinson, 567 Maple St. – December 10 th letter Do not allow vehicle access from Maple Street or use Maple Street for bus loading/drop-off by private vehicles. The existing path provides pedestrian access from Findlay Drive to Maple Street and onto Campbell Street. They are comfortable with this level of access if it continues as the school proceeds. Ask if a row of trees or hedges can be provided between the site and Maple Street as a visual barrier. Ruth Bourachot, 70 Hurontario St. – December 12 th email She supports the full French school and to approve the zoning change. It is a great environment for our children to learn Canada’s other official language, giving them an edge in the future for jobs and supporting our French culture. A full French school in Collingwood will be an important function for the Town when people are deciding to relocate to Collingwood.

Liette Petit – December 12 th email She supports the rezoning to build a French elementary school. Donna Furnival – December 13 th email We are in full support of building a French school. Margo Provost – December 9 th email Supports the change in zoning for the school.
