Frankfurt – Conclusions & Actions Manufacturing industry under the leadership of Matisa to draft a list of critical items they may cause problems (increase costs and times to place OTM in service) with deadline end of September 2011 - first analysis completed and reported to OTM EFRTC Secretary General to address a letter to the Chairman of CEN TC 256/SC 1 asking for support in identifying harmonized issues in the new EN 14 033 - deadline end of August 2011 – done and outcome reported to OTM UNIFE and EFRTC to contact ERA asking for an informal meeting with the aim at involving OTM manufacturing industry and contractors directly into the process of drafting and reviewing relevant TSI – approach agreed at phone conference on 20.08.11 Supposing that a common approach on OTM authorization with ERA is reached an official meeting with ERA and representatives of national authorities (NSA) from major European countries shall be organized jointly by ERA, UNIFE and EFRTC - pending

8. Comparison TSI Loc & Pas with EN 14 033 Manufacturing industry (OTM Co-Chairman, Mr. Franz Messerli, CEO of Matisa) presented the first critical comparison of TSI Loc & Pas with EN 14 033, part 1 which identified the items where EN 14033-1 is equal to TSI specifications consistence can be found for EN 14 033-1 and TSI referring to the same standards components covered by TSI and some other harmonized standards are missing in EN 14 033-1 TSI and EN 14033-1 show partly weak or even strong discrepancies For illustrations of the above - some examples from Mr. Messerli’s presentation

13. Full agreement on the following principles OTM authorisation has to be kept voluntary for time being in any further revision of all TSI and any related standards At present, EN 14 033 forms the best basis for developing mutual acceptance of the authorisation by NSA on the basis of bilateral/multilateral agreements For this purpose it is proposed to check the existing bilateral agreements and enhance their validity for OTM OTM TF welcome the proposed alignment of EN 14 033 by CEN WG 5 as harmonised standard, but this work cannot be completed in time available for TSI revision. OTM Task Force therefore decided to take immediate actions to identify the critical items for TSI revision in the time schedule adopted by ERA..

14. It was acknowledged that a detailed comparison of TSI and EN 14 033 cannot be done just by internal resources of UNIFE and EFRTC. It was therefore agreed that: Chapter 4 TSI Loc & Pas shall be analyzed point with regard to its applicability to OTM and a detailed critical comparison of each item of EN 14 033 with chapter 4 TSI Loc & Pas shall be performed Call for proposal with detail remit to be drafted by EFRTC by end of the October - done A consultant shall be selected by 15.11 to perform the work by the end of the year (5 pre-selected companies/ consultants approached) Conclusions/Actions(1)

Conclusions/Actions (2) In addition to previous it was agreed that existing bilateral/multilateral agreements shall be checked with regard to their potential applicability to OTM This work will be carried out by members of Task Force in line with the agreed assignments at the meeting For this purpose UNIFE provided EFRTC with the matrix of the existing bilateral agreements as presented in the last slide

18. The EFRTC General Meeting Takes note of the information provided including the conclusions of progress report Agrees with the proposed OTM actions as presented
