3 3 Introduction The Missouri Certified Sites Program was designed to provide consistent standards regarding the availability and development potential of commercial or industrial development sites.

4 4 Program Objectives Establish a statewide inventory of Certified Sites. Improve Missouri’s competitive edge by giving more certainty for businesses in locating and developing projects quickly. Standardize and recognize one set of site specific data that is most demanded by site selectors and developers.

5 5 Program Objectives – Cont’d Encourage local economic development organizations to control, invest and comprehensively analyze sites prior to client visitation. Demonstrate to a client that economic development organizations and/or government agencies are committed to promoting and expediting economic development projects.

6 6 Criteria Established based on both the requirements of industry and the data documenting availability. Certification of a site is granted after a comprehensive review of application by a “technical review team” consisting of certified economic developers. The review team will consist of up to 10 economic developers, including utility and certified community / economic development practitioners.

7 7 Who is Eligible to Apply? Local city government within which the property boundaries lie. Local county government within which the property boundaries lie. Locally or regionally recognized formally organized economic development organizations.

8 8 What is a Certified Site? A recognized economic development entity that has completed the required application and had the application approved by the technical review team. 10 Acres or more in size. Primarily marketed by the sponsoring entity for business recruitment and expansion.

9 9 What is a Certified Site?- Cont’d Not intended for retail. Contains (at a minimum)- water, sewer, and electric infrastructure at the site.

10 10 What does “Certification” mean? A complete application has been submitted to the technical review team and has met with their approval for completeness. Certification does not attest to the accuracy of the information. Certification of accuracy is provided by signature of the applicant and is accepted by the review team as true.

11 11 “Certification” - Cont’d Site certification will be valid for 2 years. Each certified site will be provided a logo that will designate site certification on ML1. Logo will be restricted to use by Missouri Certified Sites and may be used by the community to actively market the site.

12 12 Certification Costs? The city, county, or sponsoring economic development organization is responsible for all costs to assemble information, data or any professional services required to be performed to complete the application. Professional service providers may include (but not limited to); attorneys, real estate professionals, environmental specialists, engineers, and/or laboratory analysts, and state agency fees.

14 14 Application Process – Cont’d Hard copies or electronic copies are acceptable. Signature page will require an electronic signature and the e-mail must come from or cc the person on the signature line. Do not send original attachments to DED!
