2 INTRODUCTION GJLOS is a reform initiative by the Government of Kenya to give its citizens better governance, justice, law and order. The Reform Programme was launched on 11th November 2003 The programme seeks to end corruption, slow and inept government services, and enhance professionalism in the civil service. It brings together everyone that has a stake in transforming Kenya (Donors, CSO, Private Sector) GJLOS assumes a SWAP which brings together 32 government agencies and several semi-autonomous government agencies, non-governmental organizations and development partners. It was initially launched as a five-year programme

3 GJLOS OBJECTIVES Responsive and enforceable policy, law and regulation Improved service delivery by GJLOS institutions – Reduction of corruption related impunity by securing progressively improved public ratings within the Kenya Bribery Index for results achieved in reducing corruption and impunity within the police force. Improved access to justice especially for the poor, marginalized and vulnerable More informed and participative citizenry and non state actors by seeking wider community support for local-level (community) policing initiatives. Effective management of the GJLOS reform programme by engaging effectively in cross-cutting reform initiatives via Thematic Group participation

11 Indicators (21) 1. % change in Crime Index (frequency, incidence &severity) 2. % of citizens who rate court handling of disputes as fairly satisfactory or above. 3. % increase in Service Delivery Rating of GJLOS institutions 4. % of citizens who rate anti- corruption institutions as satisfactory or above 5. % increase in the number of citizens reporting incidence of corruption 6. % increase in overall CPI 7. % decrease in the overall KBI 8. % increase in litigants expressing satisfaction with legal aid received 9 % increase of respondents who rate government’s commitment to five predetermined governance principals as fairly committed or committed. 10. % of NSA satisfied with the results of their participation in GJLOS processes/structures annually.
