3 Trailblazer objectives 1. Implement the actions contained in the Delivery and Servicing Plans produced by the four PATHFINDER cities 2. Evidence reduced energy use by freight transport in PATHFINDER cities following production of Delivery and Servicing Plans. 3. Transfer knowledge and exchange experience between experienced and less experienced municipalities, private sector organisations, freight transport operators and project stakeholders. 4. Promote best practice in freight energy efficiency amongst local and regional authorities in Europe.

The key tasks are:  Support and co-ordinate the evaluation activities  Develop the evaluation framework  Local Adaptation of Framework  Generation of the “do-nothing scenario”  Generation of the “project scenario”, through collection of before and after impact data.  Analysis, recommendations and modifications  Prepare an intermediate and final evaluation report of the project.
