2 Public Health Department Pasadena is a leader in Tobacco Control Developed and enacted several tobacco control policies, reducing youth access to tobacco and the public’s exposure to secondhand smoke. Revered as a model program by the California Department of Health Services, California Tobacco Control Program. Awarded a three-year $1.5 million Centers for Disease Control and Prevention (CDC) grant to look at health equity and health disparities in Northwest Pasadena. 2

3 Public Health Department Pasadena is a leader in Tobacco Control In February 2004, the City Council amended the Tobacco Use Prevention Ordinance (Chapter 8.78 of the Pasadena Municipal Code) >Smoke-free public parks including parking lots >tobacco retail licensing >conditional use permit policies that restricted tobacco-only retail stores from establishing and operating within 1,000 feet of sensitive-use locations In 2010, the Ordinance was modified to prohibit smoking at the Brookside Golf Course between the Clubhouse Patio and the Starters Shop. 3

4 Public Health Department Health Effects of Secondhand Smoke For 50 years the Surgeon General’s reports on smoking and health have provided a critical scientific foundation for public health action directed at reducing tobacco use and preventing tobacco-related disease and premature death. According to the 2014 Surgeon General’s Report, exposure to secondhand tobacco smoke has been causally linked to cancer, respiratory, and cardiovascular diseases, and to adverse effects on the health of infants and children. In addition to causing multiple diseases, cigarette smoking has many adverse effects on the body, such as causing inflammation and impairing immune function. 4

5 Public Health Department Smoking at Public Libraries Recently, staff has received numerous complaints from local residents about being exposed to secondhand smoke while entering the main entrance to Lamanda Park Library. Currently, the Tobacco Use Prevention Ordinance requires smokers to remain at least 20 feet away from entrances/exits, however, given the layout of the building and the grass area in front, this restriction is not sufficient to eliminate the impact on library users who are exposed to secondhand smoke in order to enter the main entrance of the library. 5

6 Public Health Department Smoking at Public Libraries  The grounds of three of the City’s ten libraries (Allendale Branch, La Pintoresca Branch, and Villa Parke Community Center Library) are already 100% smokefree because they are located on designated parkland.  Seven branches, including the Pasadena Central Library and Lamanda Park Library are not because they are not located on designated parkland. 6

7 Public Health Department Recommendation Find that the proposed action is exempt from CEQA pursuant to State guidelines, Section 15061(b)(3); Direct the City Attorney to prepare and return within 60 days with an amendment to the Tobacco Use Prevention Ordinance (PMC 8.78) to prohibit smoking on the grounds of all public libraries 7
