5 5 DAPE MOA The Data Acquisition, Processing, and Exchange (DAPE) MOA Background: Supersedes the old Shared Processing MOA (2003). Goal: to more efficiently use resources, eliminate redundancy, provide a mechanism for approving and prioritizing new requirements, and coordinate actions to obtain the needed resources through the governmental planning, programming, and budgeting process. The Environmental Satellite Data Annex (ESDA) which describes the cooperative processes and procedures for conducting environmental satellite data acquisition, processing and exchange operations between the OPCs. 5 Year Funding Projections- allow cost sharing. Technical Reference 1- substantial document of the data, products, formats, and communications specifications. Space Weather Annex close to final. 5

6 6 DAPE MOA The Data Acquisition, Processing, and Exchange (DAPE) MOA Needs to be resigned: Signed in September 2008: Mary Kicza(NESDIS), Jack Hayes(NWS), Fred Lewis(AF Wx), and David Titley (CNMOC) Updated signatures needed by September 2013. Action Item for the WG/CSAB to review/update the MOA and work the signature process (through legal and Counsel). 6

7 7 IEMCO Interagency Environmental Modeling Concept of Operations (IEMCO) Purpose: To establish and document COPC partners’ roles, procedures, and methods employed in mutual collaboration for execution, enhancement, data sharing from, and backup of National Oceanic and Atmospheric Administration (NOAA) and Department of Defense (DoD) operational environmental models. Restructured from the original version and signed by COPC November 2011. Increased the scope beyond 2 years limitation Updated for changes in modeling suites Included Space and Ocean NUOPC relationship was updated. 7

8 8 COPC Network Upgrade 8 In 2008, the COPC group for Centralize Communications and Management (CCM) started to work to implement an Enterprise solution. DISA was requesting removing the ATM networking technologies. Future ensemble data would saturate the current bandwidth. Coming DOD IA issues were making the exchange of data with non-DOD a real concern. NOAA’s internal network needed to get ready for the future satellite data sharing. A plan to meet these issues was developed and implemented (completed on May 16 th 2012). The ATM circuits have been removed between the Pentagon and the TOC. (Still have 1 remaining ATM circuit at Stennis.) Internal NOAA networking has been dramatically increased and bandwidth at the DOD Centers can be expanded to deal with ensemble data. The current COPC network can now be connected to the DOD IA solution (NFG).

11 11 Communication Concerns The COPC Network, even through the future NFG, still has a single point of failure through Suitland. - If the NCEP router at Suitland fails or the line is lost between NSOF and NMIC all data stops between NOAA and DOD. The COPC Network may not be able to meet the future satellite data needs without impacting other time sensitive data. Is there a need for additional connections to the network? The COPC Network cannot manage the data stream. No prioritization mechanism. Need to connect these issues to CIO’s for appropriate support and resourcing. 11
