Data availability, Access and Linkage with Open Data By Bernard Justus MUHWEZI Manager, Geo-Information Services Division, UBOS Open Development Stakeholders Workshop Hotel Africana, KAMPALA September 11-12, 2012

Thinking about Open Data Principles o data and o metadata should not be managed centrally,  but by the data originator and/or  owner, and  that tools and services connect via computer networks/internet to the various source information about where data and who owns it should be available and accessible -portal thing

Thoughts about Open Data availability establishing and maintaining strong and facilitate legal and regulatory arrangements assessing and prioritizing user needs, and improving data analysis and dissemination to enhance its value to users fostering effective collaboration and partnershipscollaboration and partnerships harnessing ICT to improve data operations, data dissemination, access and sharingdata operations, data dissemination, access and sharing enhancing funding for and sustainability of the core Open Data setsOpen Data sets

More thoughts of the Way for OD benchmarking; ensuring conformity with international/national standards; and adopting international good practices -Compendium international/national standards identifying potential risks like weak political commitment and support; inadequate cooperation among entities, and designing effective mitigation measures against them determining critical success factors/strategic enablers and embedding them in implementation strategies

Where is Open Data? Firstly -Open Data should be clearly described and easily determined by the users: o frameworks that  facilitate the discovery and  provide data from data repository, via data producer/service provider, to a user. Some data at UBOS -statistical data is a "public good" through a data transaction process

A case of Geospatial Open Data pathway at UBOS census and intercensal mapping undertakings provide geospatial data (2002-2012) Geo-Information Services Division is the home of official statistical geo-referenced data and information about socio-economic-political- environmental key data sets updated regularly at a frequency of 5-year duration all the geospatial information are a public good accessible and available through a number of channels to different users
