1 Preparation of Revised Charge Register for Socio-Economic and Caste Census 2011 Office of the, Director of Census Operations Orissa, Bhubaneswar

2 Recap  Enumeration Blocks (EB) have been formed (with population around 750 persons or 150 houses whichever is more) for the Houselisting Operation roughly based on estimated population.  Houses are listed in each EB (around 150 houses) during HLO.  In some EBs the population is much higher than 750 persons.  In some EBs no. of houses are much more than 150 houses.  Previously houses were listed during the HLO in Household Schedules. This had form the basis for Charge Register for PE.  Population Enumeration was carried out during February 2011.  This preparation of Charge Register would ensure coverage of all the areas in a charge without omission or duplication.  It will also help in equal distribution of work load of enumerators and supervisors to the extent possible.  Houselisting blocks formed during Houselisting and Housing Census were kept intact during the Population Enumeration phases.

3 Purpose of Revised Charge Register for SECC 2011  Helps to ensure coverage of all the areas  Helps in equitable distribution of workload among the Enumerators  It serves as a control register for the entire SECC-2011 and subsequent activities.  It provides:-  A complete and exhaustive frame of the primary census units, viz: Enumeration Blocks within the charge  Details of Enumerators/Supervisors deployed,  Training classes attended,  Payments made,  Distribution and receipt of material,  Dispatch of boxes

4 1. Houselisting Blocks formed during Houselisting and Housing Census would be kept intact during the Population Enumeration. 2. The ideal size of Population Enumeration Block is 800 populations. 3. Each Village however small in terms of population including un- inhabited village will have at least one Population Enumeration block. 4. The boundaries of each block should be clearly demarcated and indentified. 5. The boundary of a Population Enumeration Block should not cut across village or village panchayat boundaries. 6. In urban areas, Population Enumeration Block boundaries should not cut across natural divisions, wards or city boundaries. 7. In case of bigger Houselisting Blocks with a population of more than 800, it should be subdivided into two or more sub-blocks depending upon the population size. 5 Guidelines for Formation of Enumeration Blocks 8. The Enumeration Block numbers will be the same as Houselisting Block number. In case of bigger Houselisting Blocks where it is divided into more Enumeration Blocks numeric sub-block number 1, 2, 3, for each Sub-Block will be added followed by a “-“(dash). 9. The identity of SRS/AHS blocks should remain undisturbed, during the Census of India, 2011. 10. In all statutory towns irrespective of their population size, slum blocks must be demarcated. 11. One enumerator can be given work of more than one eumeration block depending upon population size but should be contiguous. 12.The enumeration blocks allotted to 6 contiguous enumerators will form one supervisory circle. 13.The boundaries of each enumeration block should be clearly written in the Charge Register.

6  While splitting the Houselisting Block into two or more Sub-Blocks for PE-  The demarcation boundaries of the Sub-Blocks are definite.  The sub-blocks have more or less equal distribution of population.  The Charge Registers for the PE phase will include the information on number of Sub-Blocks wherever formed.  In a few cases omissions in numbering of villages or parts of villages or blocks might have occurred. Such cases would have been covered in the HLO by assigning ad-hoc block numbers.  The formation of Sub-Blocks to be done for facilitating the linking of two sets of information collected during both the phases of Census 2011.  The Charge Officer should use the lay out map of the Population Enumeration Block to assure himself/herself that the demarcation of the Sub-Block(s) is /are clearly identifiable without any omission or duplication of any area.  For example:-  During HLO one HLB bearing 4 digit code No.0123 had 400 households with 1900 population.  Split this into three EBs for PE, keeping the boundary of HLB intact.  First EB may comprise of household no. 1-150 with a population of 700.  Second EB of household no.151-260 consisting of a population of 650.  Third EB of household no.261-400 consisting of population of 550.  The EB No(s) for the three EBs will be 0123-1,0123-2 and 0123-3. Third page-contains (19-39 columns) containing details of training and payments. columns 19-21), distribution of SECC material (Hand-held device, AHL booklets and number of sheets for layout map, working sheet and Enumerator’s Abstract) along with the signatures of recipient (columns 22- 28), receipt of census materials after fieldwork (columns 29-35) and Househod and Population Totals (columns 36-39). d. Fourth page- Back cover page of Supervisor Booklet contains mandatory certificates of complete coverage by the Supervisor and each Enumerator associated with him/her to be prepared after completion of SECC. VI Details of reserve Supervisors and Enumerators and Dispatch of Population Enumeration material. VII Charge Map (to be prepared/supplied by the DCO to the charge officer). VIIICharge Officer’s Inventory of SECC. IXCopies of the layout maps, prepared by each Enumerator, arranged in the ascending order of the Enumeration Blocks.

8 Instructions for preparation of Charge Register  Requirement of the enumerators and supervisors is worked on the basis of the total number of EBs formed and their sizes within each charge.  Each Charge Register shall be prepared in duplicate. Both the copies should be written neatly.  Revised Charge Register of SECC 2011 is broadly similar to the one used in HLO phase of Census 2011 with slight modifications/additions.  Revised Charge Register of SECC 2011 will also be prepared supervisory circle wise.

Front Cover page of the Charge Register  Front cover page is to be filled by the Charge Officer.  In the front cover page, the location particulars of Charge with their location codes in the relevant boxes along with the names of Charge/State/UT/District/Sub-district/Town are to be recorded by the Charge Officer.  The details of Charge Officer, i.e., name and designation, contact address, Phone Number with STD code and also Mobile number is to be provided.  If due to any exigencies more than one Charge Officer are to work in a charge, then the particulars of all the Charge Officers are to be recorded in subsequent lines.  Period of officiating of each Charge Officer (from… to…) and honorarium received is also to be recorded in the space provided for this purpose.

10  The backside of the front cover page consists of two parts.  The first part is the charge abstract of Population Enumeration, which contains six columns.  These columns are self explanatory.  The Charge Officer will record entire information with regard to his/her charge in the relevant columns and put his/her dated signature with official seal in space provided for this purpose.  The second part of this page is meant for providing mandatory certificate of complete coverage by the Charge Officer for the Population Enumeration phase.  The Charge Officer should put his/her signature with date and official seal in space provided. Village Register (for rural area only)  Village Register-  To be prepared for all rural charges.  Should contain complete list of villages for each Rural Charge.  Villages to appear in ascending order of their Location Code. numbers.  First step is to fill up the page number in the Register starting from 001 for each Charge.  Thereafter give location particulars i.e. names and codes of State/District and the Charge at the top of the page  Column 1: Location code number of the village for Census 2011 (DCO to give four digit code or Use Codes available from HLO).  Column 2 and 3: Name of the village (Cols. to be filled by DCO respectively in vernacular/ regional language and in English as finalized).

12 Column 4: Settlement number- fill as per the land records provided by the Revenue Department of the State Government or information available within the Charge or with Village Patwari/Revenue Inspector. Column 5: Location code number of the village as per Census 2001: (to be filled by the DCO for concordance). Column 6: Name of the Hamlet(s), if any- write the name(s) of hamlets of the village if any as per the information available with the Charge Officer/ Village Patwari/Revenue Inspector. If the village has one or more Hamlets in addition to the main habitation, then the details in respect of columns 8-16 are to be recorded in a separate line for main habitation and for each of the hamlets. 13 Village Register (Contd.)  Column 8: Population as per HLO 2010- the population of the village as per Houselisting Operations is to be mentioned here.  Column 9: Number of Houselisting Blocks formed in 2010-give the number of Houselisting Blocks formed in 2010.  Column 10: Number of Enumeration Blocks/ Sub-Blocks formed- specify the total number of Enumeration Blocks/ Sub-Blocks formed for Population Enumeration for each village/hamlet.  Column 11: Supervisory Circle Numbers- write the supervisory circle number(s) for each village/hamlet. 2011(fill-in  Columns 12, 13, 14 and 15 : Population as on 1 st March 2011(fill-in after 5 th March 2011)- after 5 th March 2011)- give the population of Normal, Institutional and Houseless households under columns 13,14 and 15 and the total population for these three types of households in Column 12.  Column16: Remarks: Furnish any additional information about the village that may be of any use to census, e.g. un-inhabited etc.  After the preparation of the Village Register, it is to be stamped and signed with date by the concerned Charge Officer.

14 IV.Town Register (for urban areas only)(Contd..)  The Town Register should be prepared for all Urban Charges. column no. 4  In each town, in column no. 4 wards should appear in ascending order of their Location Code Numbers.  The instructions for filling up the columns 1, 2, 3, 7-16 of Town Register  Column 1: Location code number of the town for Census 2011,  Column 2 and 3: Name of the town,  Column 7: Population as per Census 2001,  Column 8: Population as per HLO 2010,  Column 9: Number of Houselisting Blocks formed in 2010,  Column 10: Number of Enumeration Blocks/ Sub-Blocks formed,  Column 11: Supervisory Circle Numbers,  Columns 12, 13, 14 and 15 & Column16: Remarks) are same as Village Register already discussed except for village the details about town is to be given.

Town Register (for urban areas only)  However there is variation in Columns. 4 – 6 that are as explained now  Column 4: Ward number (Census 2011): Specify the ward code number in ascending order as adopted for 2011 census.  Column 5 & Column 6:  Column 5 & Column 6: Location code number of the town as per 2001 Census:  Column 5- write the complete location code number (eight digit) of the town  Column 6 give the ward code number as per 2001 census. (This is required to have the concordance between two censuses).  These columns are to be filled by the DCO.  Finally every Town Register is to be stamped and signed with date by the concerned Charge Officer.

16 V - Supervisor Booklet : a. Outer cover page of Supervisor Booklet  Fill the identification particulars of Supervisory circle, supervisor and map of supervisory circle in outer cover page.  Detailed particulars of supervisor is to be given under item nos. (i) to (v). after  The information on item nos. (vi) and (vii) will be filled up after completion of fieldwork completion of fieldwork when admissible.  The Supervisor will also prepare a notional map of his supervisory circle in the space given on this page.  The entire area covering all the villages of a supervisory circle showing the boundaries of EBs should be shown on the map so that no area is omitted/duplicated.  The Supervisor will be provided a copy of the village map.  He will be required to mark 6 Enumeration Blocks assigned to her/him in the village Map.  In case the EBs are spread across several villages, the maps of each village will be provided, within which the Ebs will have to be shown.  The map/maps will have to be stuck in the space provided in the Supervisory Booklet in the Charge Register.  For Urban area the Supervisor will be provided a copy of the Ward map. He is to mark the location of the 6 EBs assigned to her/him in the Ward Map. The ward map will have to be stuck in the space provided in the Supervisory Booklet in the Urban Charge Register.

17 IInd page of Supervisory Booklet – EB wise details  Columns 1 to 18- Charge Officer  Columns 1 to 18- to be filled up by the Charge Officer before start of fieldwork. Supervisors  Rest to be filled by Supervisors during training and after completion of fieldwork.  Detailed instructions for preparing the supervisory booklet are same as during the Houselisting stage Houselisting stage.  Columns 1, 2 and 3  Columns 1, 2 and 3 - give location code number of village/ward of a town in four digits. Name of village/ward of a town and name, designation, office address, mobile number of enumerator in columns 1, 2 and 3 respectively.  Columns 4  Columns 4 – This column of the Houselisting Charge Register is bifurcated to 4 and 5.  Column 4 – Enumeration Block number and  Column 5 – Sub number of the same Enumeration Block, if Sub-Block formed.  Column 6 – Give details of boundaries of the Enumeration Block.  Column 7 – Corresponding Houselisting Block number may be given.  Columns 8 & 9 – Building number may be given from Col.3 of AHL.  Columns 10, 11 & 12 – (number of census Houses)- for filling these columns use column 4 & 5 of Abridged Houselist.  Column 13-Number of Households- Give the total number of households as in the HLO  Column 14 –(Total Population as in HLO) use HLO Charge Register to fill this column.  Columns 15 & 16 – (Serial number of households) give the range of number of household from column 8, Section 2 of AHL.  Columns 17 & 18 – (Type of EB and codes) Similar 8 and 9 of the HLO Charge Register. In column 17 give details of Slum EBs and Column 18 give the details of SRS/AHS.

18 IIIrd page of Supervisory Booklet- Columns 19-42  Third page contains Columns no.19-42.  Columns 19-21  Columns 19-21 (Details of Training & Payments)-Instruction already given for HLO Charge Register may be followed as these are same.  Columns 22-28  Columns 22-28 (Distribution of SECC materials for population enumeration)- Give the number of Hand-held device, AHL booklets, Working sheets and Enumerator’s Abstract and signature of the recipient respectively.  Columns 29-35  Columns 29-35 – Receipt of SECC materials after field work) give the number of Hand-hel device, updated AHL booklets, Working sheets and Enumerator’s Abstract etc. as the case may be.  Columns 36-39  Columns 36-39 –(Provisional Population Totals)- Give the population totals by males, female, others and total after the completion of SECC which will be generated in the server at tahasil office.. 19 Supervisory Booklet (Contd.)  IVth Page–Mandatory certificates  To be filled by the Supervisor and Enumerators after completion of Population Enumeration.  Vth Page- Details of reserve Supervisors and Enumerators and Dispatch of Population Enumeration material –  After arranging all the Supervisor Booklets along with the relevant layout maps in ascending order of the Supervisory Circle numbers, the Charge Officer has to fill up the inner side of the last page of the Charge Register meant for providing information in respect of reserved supervisors and enumerators kept for the Charge and also for providing information regarding dispatch of Population Enumeration Schedules.  The particulars of reserve enumerators and supervisors in the charge- in column 1 Since training is given to these also, the dates of their trainings for three days is to be recorded in the boxes above column numbers 2 to 4 and their signatures be obtained for each round in the columns 2 to 4. The amount of training allowance paid to them is to be mentioned in column 5. If any reserve enumerator/ supervisor has been assigned field work the details of the person whom he/she has replaced is to be recorded in the remarks column (Column-6). The details of boxes containing Population Enumeration material and also Postal ID number is to be recorded in the space provided for this purpose. Key dispatch instructions have also been provided on this page. VIth Page -Dispatch of SECC material -The contents of the plastic folder have been explained. Give the Box No., Enumeration Blocks and their Postal IDs. VII Page - Charge Map - The next page of the Charge Register is the updated Charge Map to be prepared and supplied by the respective DCOs to the Charge Officers. The Charge map is intended to ensure complete coverage of the charge and also helps in preparation of Supervisory Circle map.

20 VIIICharge Officer’s Inventory of SECC–has 18 columns – all are self explanatory  Includes information about distribution of Blank Forms and other items and number of forms received back from supervisors. It is reiterated to note that  The Charge register is to be re-written for all the charges including those where there is no change between Houselisting and population enumeration.  A copy of the entire Charge Register with all the pages/ booklets/maps as described above and signature of all the enumerators, supervisors and Charge Officer should be sent to the Directorate of Census Operations.  As far as possible the enumerator and supervisor who did the Houselist may be reappointed for the same enumeration blocks and circles. However, those, whose work was not satisfactory, may be replaced with better hands.  It should be ensured that Supervisor should be drawn from a cadre higher than the concerned enumerator’s cadre.  Action for preparation of Charge Register and Village/Town Register may be taken up immediately and a compliance report in this regard may be sent to the DCO. All efforts should be made to complete the preparation of revised Charge register before commencement of SECC.
