3. Definition of uniform “THE SAME FOR ALL”
So uniform regarding dress means dress which is the same
for all

4. Dress Regulations Dress Regulations for the ATC are found in
AP 1919 Chapter 8
AP 1358C
NO deviations from or additions to Dress Regulations are permitted
Uniform is only to be worn only when ON DUTY or travelling to and from duty
