3 Topic I: Key conclusions  Statutory services close to the community and funded by state (discussion on the precise level of locality) (All)  Transformed roles rather new structures (Tajikistan)  Central level coordinate, monitor and policy, priorities and standards setting for statutory services  Limited number of system entry points (number of entry points vary from country context and reform stage)  Permanent placement mostly under court’s jurisdiction (court based on social inquiry report)  Engagement of civil society as added value for decision making
