10 Future of building control Recent government consultation The system has been very effective; for example, deaths caused by fires in the home are at the lowest for 45 years and over 97% of all new homes meet the current standards for sound insulation. The inclusion of access to buildings in the regulations has seen a positive cultural change where access is now more readily incorporated into the design of new buildings. In addition, the energy efficiency of new homes has been dramatically improved over the last ten years.
