1 State of the Department of Defense Partners in Flight Program
IOC Brazil - Aug 2010 State of the Department of Defense Partners in Flight Program Richard Fischer, PhD U.S. Army Engineer R&D Center Vicksburg, Mississippi

2 DoD Partners in Flight History
IOC Brazil - Aug 2010 1991: DoDPIF was initiated under the vision of Joe Hautzenroder, DoD PIF Coordinator, U.S. Navy. Jacqueline Schafer, Assistant Secretary of the Navy, I&E, signed the MOA to participate in a Neotropical Migratory Bird Conservation Committee for the Navy, on behalf of DoD. This MOA is referred to as the PIF Federal Agency MOA. Ms. Schafer appointed Joe as the liaison for the Navy and DoD to the MOA. 1997: Under Joe’s direction, Chris Eberly was hired as the DoD PIF Program Manager, with annual funding from the DoD Legacy Resource Management Program. Peter Boice, OSD, has provided program support from the DoD HQ level. The use of Air-to-Ground ordnance, tracked vehicles, ship-to-shore ordnance, and amphibious assault maneuvers tend to take a toll on the environment.

4 DoD Partners in Flight Mission Statement
IOC Brazil - Aug 2010 To sustain and enhance the military testing, training, and safety mission through proactive, habitat-based management strategies that maintain healthy landscapes and training lands. This mission support is conducted while working simultaneously to develop cooperative programs and projects with PIF partner organizations ensuring a focused and coordinated approach for the conservation of resident and migratory birds and their habitats. The use of Air-to-Ground ordnance, tracked vehicles, ship-to-shore ordnance, and amphibious assault maneuvers tend to take a toll on the environment.

11 DoD Partners in Flight – WG Leadership
IOC Brazil - Aug 2010 DoD Partners in Flight – WG Leadership National Program Coordinator Rich Fischer National Program Representative Joe Hautzenroder DoD Conservation/Natural Resources Peter Boice, Alyson Dalsimer Structurally, the DoD Partners in Flight program follows the national PIF initiative. We have four regional working groups, with representatives from various installations making sure we have contact with each installation in every region. We have a number of technical working groups to address national and DoD-specific bird conservation priorities. The DoD PIF Representatives meeting annually for a planning workshop to map DoD’s bird conservation strategy for the coming year. We are a very close bunch of fellows at times, although I have to admit I don’t always understand this behavior.

12 So Who Exactly Are We? IOC Brazil - Aug 2010 I believe we are a tight group of natural resources professionals passionate about the conservation of birds and their habitats on DoD lands (and beyond). We exist because we care about birds, the mission, and helping to support the troops that rely on realistic training environments. The use of Air-to-Ground ordnance, tracked vehicles, ship-to-shore ordnance, and amphibious assault maneuvers tend to take a toll on the environment.

28 DoD Partners In Flight Program
IOC Brazil - Aug 2010 DoD Partners In Flight Program Everything within DoD PIF works toward helping NR mgrs manage their resources in support of the military mission. * PARTNERSHIPS - w/in DoD, USFWS, other Fed and State agencies, NGO’s, etc. * Conserve high priority species/habitats to PREVENT future listing on federal T&E list. * Support BASH efforts throughout DoD. * Identify priority habitats & incorporate mgmt recommendations into installation Integrated Natural Resource Mgmt Plans. * NR staff must usually comply with legal mandates, and cannot spend time on “stewardship” species. The DoD PIF program provides that “consulting” service. * We focus on landscape-level goals, “beyond the fence” integration through ecosystem management. * The common theme is to use PARTNERSHIPS and the BEST AVAILABLE SCIENCE to protect biodiversity.
