They are intended to provide officers of exceptional ability an opportunity to advance quickly to more responsible positions, help retain high quality officers, and give officers an incentive to perform at their highest level. Officers selected from BZ replace those who otherwise would be promoted from in and above the promotion zone; therefore, they must be clearly superior to those who would otherwise be promoted. 34 Recommendation To Initiate Notes: 1. At any time during the process Officer may elect an “in lieu of” option - Resignation, Discharge (RA), or Retirement. 2. If either the BOI or DA review board recommend retention the case is closed favorably. 3. Cases involving misconduct in which the officer elects retirement “in lieu of” elimination will be referred to the Army Grade Determination Board. 4.
