5 THERE IS ADMITTED SHORTAGE OF GOVT OFFICE SPACE IN THIS AREA
Project Background Govt has decided to decommission IP Power Station & has earmarked 15 acres from this to the DTC – but the land with Power Dept as of now. DTC will continue to have 3 acres of land on the western side of the Ring Road, ie the DTC Depot site, even after the East West Corridor. Vikas Bhavan complex (with PWD) of 6 acres was developed in 1970s and is worn out from insides. THERE IS ADMITTED SHORTAGE OF GOVT OFFICE SPACE IN THIS AREA The concept is to redevelop all these sites in manageable sequence. Avail the entire FAR. At no cost to Govt.

6 Project Proposal Developing an integrated office complex at the existing DTC Depot on the left over land of around 3 acres out of the 6 acres. Providing office space within the outer envelope of the existing IP Power Plant by making suitable modifications and providing facilities for bus parking in the low lying area used for coal storage for the Power Plant. Re-developing the Vikas Bhavan land to construct an integrated office complex.

7 Project Parameters The project to be implemented by DSIIDC on a Self-Sustaining Mode at no cost to the Delhi Government The facilities and infrastructure development as per norms of MPD 2021 DSIIDC to provide the residual value of Vikas Bhawan Complex to PWD (almost Rs 5 cr). Residual value 100% of the original cost of the buildings. The resultant infrastructure will be state of the art and serve the needs of Depts in the immediate foreseeable future. DSIIDC can generate resources for this project out of long-term/short-term leasing out of the facilities to Governmental and non-Governmental Organizations/ Corporations etc. in accordance with the land use and Master Plan stipulations.

8 Demand for Office Space in Central Business District, Delhi
MCD at the time of construction of Civic Centre assessed demand for office space from Govt. agencies. The following Govt. agencies requested space from MCD which could not be accommodated by MCD: Ministry of Finance Central Excise & Customs Life Insurance Corporation Ministry of Information Technology Ministry of Home Affairs Ministry of Agriculture Oriental Insurance Delhi Tourism Delhi Finance Commission Public Grievance Commission As may be seen from the above that there is huge demand for office space and the current project of DSIIDC could cater to a portion of the demand.

The Power Department to vacate the Power Plant area within a year A detailed report will be got prepared by DSIIDC for the entire project (in 3 months). In next 3 months, DSIIDC to finalise agencies for modifying the interiors of the Power Plant that will provide modern office space and develop a semi-basement and open to sky bus parking for almost 600 buses. The redeveloped power plant complex will accommodate DTC Headquarters, other Govt Corporations and Bus Depot State of the Art Office Complex to be constructed at the current DTC location Government Departments currently functioning at Vikas Bhawan to be temporarily accommodated at the redeveloped current DTC depot (or at Metcalf house). Thereafter redevelopment of Vikas Bhawan Project to be taken up The entire project to be completed within five years from the date of possession of power plant site.

DTC to get developed bus parking for over 600 buses (covered parking for 300 and open parking for another 300 buses) free of cost, at IP Power Plant site. DTC to get around 8,000 sq. mtr. of built up office at, DTC IP Depot site free of cost. DTC to get around 4,000 sq mtr of built up office space at IP Power station site free of cost. Any increase in the DTC, IP Depot area may be adjusted on pro rata basis between DTC and DSIIDC. All Deptts at Vikas Bhavan will get modern office with area upto existing usage free (almost 2,00,000 sft) Remaining area will be leased out to Delhi Govt PSUs, GoI PSUs and other users at Market price. DSIIDC will maintain the complexes for 30 yrs and charge the users at actuals. Note: The requirements of the Transport Department/DTC will be accommodated subject to the techno- economic feasibility to be ascertained at the time of completion of Detailed Project Report.
