Tariff on website, but significant discounts available – 4B USD funded by USOF; could be more – Was planned to be completed by Dec 2012. Delayed by two years Malaysia – Telecom Malaysia (TM) (chosen with no tender process) – FTTH in industrial/ commercial areas – No standard access pricing. Commercially negotiated terms. – 3.5B USD, Public Private Partnership (750M Gov and 2.8B TM) – Implementation started in 2008, launched in 2010. Completed in 18 months. – Phase 2 is currently being planned, but scope undefined. – By 2012 1.43 ports installed, Over 600,000 subscribers (43% take up), 4 operators signed up for Access services, and 17 operators signed up for Transmission services. 11

Indonesia – PT Telekom (no tender) PPP (but not implemented yet) – Connectivity of 497 cities in less developed Eastern Indonesia to ensure all islands are connected by fiber backhaul – Non discriminatory access, but conditions not defined. – 1B USD from USO fund – New National Broadband Plan completed in 2014. – Palapa Ring started in end 2009. Implementation to be completed by 2015 12
