2 2 Statistisches Bundesamt UnderLying Philosophy  The development of statistical systems in the frame of cooperation projects has to be supported by institutional capacity building.  A sophisticated long-term strategy and sound quality management will ensure positive results beyond the lifetime of single projects.

This means in particular that:  all users have free access to that information,  its production is publicly financed,  it is commissioned by the legislators.  In addition to this basic information supply, the Federal Statistical Office offers statistical services against reimbursement of the costs. 14 14 Statistisches Bundesamt CAF HISTORY  First impulses: Joint efforts of EU General Directorates for public administration for closer cooperation  1998: Innovative Public Services Group for improving cooperation between member states and commission in questions relating to development of public adminstration  2000: 1st EU Quality Conference for Public Adminstrations in Lisbon  Development of structure of a European quality assessment system based on criteria developed by the European Foundation for Quality Management (Brussels) and the European Institute of Public Administration (Maastricht)  Further development and application of CAF is supported by an international expert group
