2 Need to Recognise… Reality – Goal defined by Secretary General and not by countries – However, there is a self interest – How do we marry the two? Cannot design everything to perfection from word go Energy access needs to be looked at in conjunction with MDGs – How do we attract large corporate engagement while creating local jobs/enterprise?

3 Need a well defined focus; current goal opaque Key barriers to meeting the goal of energy access "will create an enabling environment that empowers each human being to be able to access the service provided by energy as per his need in high quality and in a timely manner"

4 Definition… "Will create an enabling environment that empowers each human being to be able to access the service provided by energy as per his/her need in high quality and in a timely manner" recognizes varying contexts and the flexibility we have today to provide customized services recognizes that the demand for energy is dynamic and a function of a host of other developments Focuses on framework conditions and not on absolutes Allows a more outcome based evaluation rather than a targets based approach

5 Enabling environment implies developing/making available a suite of: Enabling environment Technology choices Financial mechanisms Business models Institutional/human capacities

6 Will need a national commitment in the form of a Ministry or Mission for energy access. Current structures focus largely on supply and are not geared to be outcome oriented Key enablers to meeting the goal of energy access… This new entity would need to be empowered to seek requisite cooperation from the energy, finance, science and technology, environment and health ministries at the minimum Country should commit to energy access for all goal by 2030

7 Roles and Responsibilities International Support can be directed towards – Creating a Technical Support Group for the national entity – Identifying and supporting one key expert of their choice in TSG – Creating a network of TSGs across countries The National Entity would – Create requisite knowledge base – Define PPPs as per local context – Request international support bearing in mind local financing capabilities

8 We should aim to achieve the development and proof of concepts, in the first five years, for: Technology choices Financial mechanisms Business models Definition + Enabling environment = New focus… timelines? The balance years should be used for monitoring, mid term corrections, acceleration as required.. Focus on Institutional/human capacities would have to be a continuous process We should draw upon Resident Commissioners to get country commitments for Rio+20

9 Delivery programmes should be monitored by local governments will need training programmes for government functionaries at appropriate levels as also for NGOs Other issues… Must have a transparent open source feedback mechanism Include energy access in the metrics of HDI. HDI to provide both a snap shot as well as a measure of change
