5 Midwest Clean Diesel Initiative Regulatory Background EPA has issued mandates for on-road and non-road diesel sources On-road: (heavy duty trucks, garbage trucks, buses) (engines) Model year 2007 (fuels) *June 2006 - Ultra Low Sulfur Diesel * (ULSD) 15 ppm (current 500 ppm)

6 Midwest Clean Diesel Initiative Regulatory Background Non-road: (diesel engines in construction, agriculture, mining, industrial, material handling) Engines phased in 2008-2014 based on hp Fuel –Currently averages 3400 ppm sulfur –2007 – 500 ppm sulfur (All non-road diesel fuel including locomotive and marine applications) –2010 – 15 ppm sulfur –2012 – 15 ppm sulfur (locomotive and marine applications)

7 Midwest Clean Diesel Initiative On road Diesel Rule In 2030 prevents: 8300 premature deaths More than 9500 hospitalizations 1.5 million work days lost Non-road Diesel Rule In 2030 prevents: 12,000 premature deaths More than 8900 hospitalizations Almost 1 million work days lost

8 Midwest Clean Diesel Initiative Diesel engines currently on the road pollute at much higher rates. They can run for 1,000,000 miles and last for 20 to 30 years. The rules will address new engines but there is a great opportunity to address existing fleets – In the Midwest, it is estimated that there are 3.5 million engines in the existing fleet

9 Midwest Clean Diesel Initiative Areas of leadership focus for the Midwest Clean Diesel Initiative include: –Ports –Agriculture/Grain Transport –Rail/locomotives –Southeast Michigan/Canada Border Crossing Continued commitment to Clean School Bus USA Program and Municipal Fleets

10 Diesel Technology Solutions – 5 R’s - Retrofit : The installation of exhaust after treatment technologies – such as particulate filters, oxidations catalysts, exhaust gas recirculation (EGR), selective catalytic reduction (SCR) devices and NOx catalysts can reduce emissions of particulate matter and nitrogen oxides (NOx). - Refuel : The use of advanced diesel fuels, such as ultra-low sulfur diesel (ULSD), water emulsions, biodiesel, liquid petroleum gas (LPG), compressed natural gas (CNG) and others can lower emissions with or without the addition of other emission control devices.

11 Diesel Technology Solutions – 5 R’s - Repair/Rebuild: Regular Engine Maintenance/Engine Rebuild -Repower: Replacing an older engine with a newer, cleaner engine or replacing a diesel engine with one that can use alternative fuels. -Replace: Replace entire vehicles or equipment may be the best, most cost-effective option for some of the oldest engines – not necessarily with conventional diesel engines but with electric and hybrid engines

12 Diesel Oxidation Catalyst (DOC) What is it? –Device that oxidize pollutants in the exhaust stream What does it do? –Reduces PM (10-50%), HC 50%, CO 40% Cost : $500 - $2,000 Issues: –Most widely used technology –No maintenance required –Lower PM reductions than DPF –Applicable to most engines and vehicles Major manufacturers : include Donaldson, Lubrizol Hydrocarbons + O2 = CO2 + H2O CO + ½ O2 = CO2

13 Diesel Particulate Filter (DPF) What is it? –Honeycomb or mesh devices placed within exhaust stream that physically trap and oxidize PM What does it do? –Reduces PM, HC, CO (+85%) Cost : $5,000 - $10,000 Issues: –Must be used with ULSD –Passive filters require higher operating temp. –Periodic removal of unregenerated ash Major manufacturers : include Donaldson, Lubrizol,
