The Integrated Transport and Land Use Plan and Regional Mining and Infrastructure Planning Project Rod Hook Chief Executive Department of Planning, Transport and Infrastructure 24 February 2014

Draft ITLUP released 21 October 2013 Consultation closed 17 January 2014 after being extended for a period of seven weeks Regional Mining and Infrastructure Planning (RMIP) Project Three Interim Reports released May 2013 for public consultation Eyre and Western, Yorke & Mid North/Braemar and Far North Regions

Integrated Transport and Land Use Plan  $36 billion (2013 dollars) over 30 years $29 billion from the State and Federal Governments $7 billion from local government and private sector  $12.4 billion towards upgrading regional transport infrastructure, including: Duplication of the Dukes Highway, sealing the Strzelecki Track, town bypasses, road widening and shoulder sealing, overtaking lanes, and rest areas on many major traffic and freight routes Expanding ‘pit to port’ capacity, including new deep sea ports, and new and upgraded road and rail links to ports

Integrated Transport and Land Use Plan  Other statewide initiatives: Prepare regional passenger transport plans and support regional aviation Make better use of our transport assets Increased maintenance funding to improve and sustain the performance of the transport network Protect freight corridors and facilities Make our transport system safer and deliver South Australia’s Road Safety Strategy

Integrated Transport and Land Use Plan  Significant investment also in: Adelaide’s North-South Corridor and Road Network Modernising and Expanding Public Transport Encouraging Active Travel Choices and Sustainability

Regional Transport Solutions and Mining 35% of total ITLUP investment is in regional SA  Duplicate the Dukes Highway to Victoria  Seal the Strzelecki Track  APY Lands road improvements  Targeted road widening and shoulder sealing, more overtaking lanes and rest areas across the network  Arterial road town bypasses of Penola, Truro and Port Wakefield, and potential bypass of Renmark and sealing of Yorkey’s Crossing at Port Augusta  Continue to implement Road Safety Strategy and address road safety black spots and higher risk locations  Prepare regional passenger transport plans  Support regional aviation  Implement RMIP project  Upgrade rail lines  Expand High Productivity Vehicle network

Solutions for Eyre and Western Region

Implementation timeframe SML Public transport Development of a Regional Passenger Transport Plan to address regional accessibility requirements Better information for regional passengers Continued support for regional bus services eg Port Augusta Provincial City Bus Service Roads 1. Lincoln Highway – road widening, shoulder sealing, rest areas, overtaking lanes, widening of bridges and intersection upgrades. 2. Eyre Highway – road widening, shoulder sealing and rest areas. 3. Flinders Highway – road widening, shoulder sealing and rest areas. 4. Tod Highway – road widening, shoulder sealing and rest areas Area-wide road solutions Road widening and shoulder sealing targeted at major freight and traffic routes Increase maintenance to improve and sustain the performance of the transport network and make better use of our transport assets, including outback roads Continue to implement the Road Safety Strategy and address road safety blackspot and higher risk locations Cycling and Walking – Area-wide solutions State Bicycle Fund – work with local councils to develop a regional cycling and walking strategy

Ports, rail freight and airports Work with the private sector to ensure port and port developments on the Eyre Peninsula provide for competitive exports and efficient landside connections, with a focus on: (refer 5 and 6) 5. Central Eyre and associated road infrastructure 6. Far North Eyre and associated road and rail infrastructure 7. Investigate Eyre Peninsula rail improvements to support the grain task 8. Upgrade state owned port facilities at Port Bonython, including jetty, mooring facilities and navigation aids 9. Work with local council to identify upgrades of strategically important local airports and aerodromes, including Ceduna and Whyalla airports and Wudinna and Cleve aerodromes Local Government Work with local councils to complete local transport strategies with a focus on local development plans and freight and tourism connectivity, including responding to the following regional issues: o Options for local heavy vehicle bypass of affected towns, including Port Lincoln o Road, pedestrian and cycling networks in Port Lincoln and Whyalla to support urban growth, including rail level crossings on local roads where applicable o Upgrades to support safe and reliable heavy vehicle movements, including last mile access, access to ports and freight facilities, and truck parking facilities o Reflect findings of the Regional Mining and Infrastructure Planning Project o Airport master plan – Port Lincoln, Whyalla, Ceduna o Safe and reliable road networks to support tourism and local travel o Work with Local Government to implement the National Airport Safeguarding Framework within council development plans for Port Lincoln, Ceduna, Whyalla, Cleve and Wudinna airports

Consultation  Workshop with Eyre Peninsula LGA and RDA held July 2013  Regional forums held during October and November: Public events held at Wudinna and Port Lincoln Workshop with LGA and RDA at Wudinna  Around 1,500 submissions/enquiries received via email, mail, phone or website: joint submission from RDA Whyalla and Eyre Peninsula/Eyre Peninsula LGA a number of submissions from local councils, residents and businesses across the Peninsula

Regional Mining & Infrastructure Planning

RMIP project focussed on infrastructure planning to support mining development Identify & assess potential infrastructure solutions Economic, social & environmental perspectives Interim reports available online Go to: thebigbuild.sa.gov.au  scroll down to:thebigbuild.sa.gov.au Regional Mining & Infrastructure Planning Project Regional Mining & Infrastructure Planning

Forecast production volumes by cluster

Mining clusters with highest demand

Infrastructure issues for mining in SA Ports – lack of deep water port capacity, particularly to meet likely forecast demand for Central Eyre & Braemar clusters Freight – lack of mine to port bulk transport links, i.e. associated with potential port development

Infrastructure issues for mining in SA Power – inadequate electricity transmission links, particularly Eyre Peninsula & Braemar regions Water – lack of identified sustainable water sources, particularly Eyre & Western region

Independent and rigorous analysis of the mining sector undertaken by Deloitte and team Robust & independent forecasts based on scenarios (e.g. low, medium, high) and likely project timing Detailed assessment of existing infrastructure to meet demand Focus on regional solutions to achieve collaborative outcomes Identification of improvements to governance Key highlights - RMIP
