IFP FSP Implementation Section 7 Marbled Murrelet A presentation at the PFIT Post FSP Workshop by Bob Craven on Interfor’s experience implementing Section 7 notices for Marbled Murrelet.

In the beginning … There was change in Government… On the first day new legislation was created On the second day an Objective was set by Government On the third day a Result/Strategy was developed On the fourth a background document was crafted On the fifth day the FSP was approved On the sixth day… Bob looked around and said all is good but we are not done… Now on the seventh day we have to Implement

Objective Set By Government – Marbled Murrelet Amount The amount is equal to the amount of suitable habitat in the NCLBThe amount is equal to the amount of suitable habitat in the NCLB A set amount of THLBA set amount of THLB The amount found in OGMA’sThe amount found in OGMA’sDistribution As per IWMS 2004As per IWMS 2004Attributes Size; tree features; tree species; nesting habitat features; tree size; structural stage;Size; tree features; tree species; nesting habitat features; tree size; structural stage;

Result/Strategy Roadbuilding and harvesting will ensure the following are met: Amount The amount of suitable habitat found in the NCLB calculated by TSR II net down (no number given)The amount of suitable habitat found in the NCLB calculated by TSR II net down (no number given) A pro - rated amount of THLB based the percent of THLB found in the FSP vs the amount of THLB found in the forest district (total amount of THLB given)A pro - rated amount of THLB based the percent of THLB found in the FSP vs the amount of THLB found in the forest district (total amount of THLB given)Distribution As per IWMS 2004 over the area of the FSPAs per IWMS 2004 over the area of the FSPAttributes Habitat Classes 1, 2, 3 based on low level helicopter surveysHabitat Classes 1, 2, 3 based on low level helicopter surveys Age Class 8 and 9, equal to or greater than height class 4Age Class 8 and 9, equal to or greater than height class 4

Implementation – Marbled Murrelet Strategy What and Where Do we have low level helicopter surveysDo we have low level helicopter surveysor Are we using age class 8 and 9 equal to or greater than height class 4Are we using age class 8 and 9 equal to or greater than height class 4

Implementation – Low Level Habitat Surveys Extent of IFPs low level habitat surveys loaded into TFMExtent of IFPs low level habitat surveys loaded into TFM Database is kept currentDatabase is kept current Includes habitat surveys as well as legally designated areas (WHAs)Includes habitat surveys as well as legally designated areas (WHAs)

Implementation – Marbled Murrelet Strategy How Much How much was determined by the amount of suitable habitat in the NC using all net downs in TSR II. This was done by either overlaying low level helicopter surveys or age class 8 and 9 equal to or greater than height class 4 on the TSR II land base classifications.

Implementation – Determining How Much Conducted on FDUs within the FSPConducted on FDUs within the FSP To determine the amount of suitable habitat by land base classification (NCPX)To determine the amount of suitable habitat by land base classification (NCPX) Gives IFP the unspecified amount required in the NoticeGives IFP the unspecified amount required in the Notice Analysis results presented in a spreadsheetAnalysis results presented in a spreadsheet

Implementation – Log or No Log? 2,592 ha – 1,116 ha = Amount that can be harvested2,592 ha – 1,116 ha = Amount that can be harvested

Implementation – Marbled Murrelet Strategy Tracking Any depletion of suitable habitat is documented by area in the SPAny depletion of suitable habitat is documented by area in the SP Depletions are presently tracked on a spreadsheet by FDU. Spreadsheets will be periodically updatedDepletions are presently tracked on a spreadsheet by FDU. 14 The following management strategies are consistent with Interfor’s 2006 North Island Forest Stewardship Plan (FSP) approved December 15, 2006. This block is located in the Sayward Landscape Unit, Forest Development Unit (FDU) NI5. Strategies for objectives prescribed under FPPR. Applies to site (Y/N) Indicate how strategy applies to site Wildlife (FPPR s.69,70) (S.1.6.2.2 of FSP) Y  Marbled Murrelet: no Class 1, 2 or 3 habitat identified under the area of the site plan.  Great Blue Heron: no nests were identified during ordinary course of carrying out forest practices and planning forest operations  Red-legged Frog: no breeding wetlands were identified during ordinary course of carrying out forest practices and planning forest operations.  Keen’s Long eared Myotis: no hibernacula’s where identified during ordinary course of carrying out forest practices and planning forest operations Implementation – Site Plan

The following management strategies are consistent with Interfor’s 2006 Sunshine Coast Forest Stewardship Plan (FSP) approved July 20 th, 2006. This block is located in the Cortez Landscape Unit, Forest Development Unit (FDU) #8. Strategies for objectives prescribed under FPPR. Applies to site (Y/N) Indicate how strategy applies to site WildlifeYHarvesting of this block will not affect the critical wildlife species and their habitats identified for this FDU, specifically: harvesting block RZ03A will not result in the harvest of suitable Marbled Murrelet habitat class 1, 2 or 3. Block RZ03A is a windthrow salvage block and due to high safety concerns the block has not been walked prior to harvest. It is unlikely that there is any Queen Charlotte Goshawk suitable habitat (active nests) within RZ03A; as a result of windthrow damage there are no standing stems remaining within the block. If any Queen Charlotte Goshawk activity is discovered during harvesting, operations must cease and Qualified Professional must be notified. Implementation – Site Plan
