11 Lessons learned Access to information and communication is the most important ingredient. The effects must be esitmated and community gains and losses most be evaluated. Technical recomendations: Simple zone structure seems to work good. Simple tax structure is important for acceptance. Simple tax payment procedures and administration is necessary.
