It may be that agencies didn’t understand the intended meaning of the Opportunities cluster.

What Kinds of Programs Are being Funded (samples)? 1) Supportingseniors to be healthy and live independently UW gives fewer, smaller grants to small agencies that work on adaptation and engagement. Regional Multi-year grants fund very little. 3). 14 How Might The Information Presented Today Help You? Linking Program Outcomes to Community Results

Results Based Accountability is made up of two parts: Performance Accountability about the well-being of CUSTOMER POPULATIONS For Programs – Agencies – and Service Systems Population Accountability about the well-being of WHOLE POPULATIONS For Communities – Cities – Counties – States - Nations

Many of you have seen a measurement planning table like this one …. Outcome Objective Evaluation Question Measurement Indicators Data CollectionMeth ods Data Analysis Plan

Here’s a quick and easy alternative

Program Name: ___________________________ quantityquality effort How much did we do?How well did we do it? effect Is anybody better off?

INDICATOR WORKSHEET: Program Name: ___________________________ quantityquality effort How much did we do? - # of people served - # of sessions held How well did we do it? -% of participants “very satisfied” -% of staff turnover -% of participants who complete course effect Is anybody better off? -% of participants who have returned to school -% of participants capable of performing CPR (pre vs. post)

Contribution relationship Alignment of measures THE LINKAGE Between POPULATION and PERFORMANCE POPULATION ACCOUNTABILITY Healthy Births Rate of low birth-weight babies Stable Families Rate of child abuse and neglect Children Ready for School Percent fully ready per K-entry assessment CUSTOMER RESULTS # of investigations completed % initiated within 24 hrs of report # repeat Abuse/ Neglect % repeat Abuse/ Neglect PERFORMANCE ACCOUNTABILITY Child Welfare Program POPULATION RESULTS

An Example

Newcomers and immigrants thrive and integrate into community life:What do we know about this population result in Peel? From Federico at the Peel Data Centre: – Recent immigrants are more likely to live in poverty – Recent immigrants who are also visible minorities are at even higher risk of poverty, and their poverty is more likely to persist over time

Newcomers and immigrants thrive and integrate into community life:What do we know about this population result in Peel? From Our Analysis of United Way and regional Investments: – Both funders support a wide range of programs that focus on adaptation an engagement – Together, they invest 3.5 million towards this outcome – Many of these programs are universal, and a few are targeted specifically for immigrants – Programs tend to focus on adaptation (skills) and community engagement; they are less likely to focus on family dynamics or employment.

How you might use this info to focus your evaluation plan? How much did we do?How well did we do it? Is anybody better off?

Small Group Exercise 1.Find someone at your table who can describe a real, existing program that is intended to contribute to “ Newcomers and immigrants thriving and integrating into community life” 2.What indicators might be used to show who is better off as a result of this program? What might show the contribution this program makes to the community result?
