2 2 Regional policies and programmes in the area of education: A. How do we do it? New IPA Multi-Beneficiary (MB) programming process for the period of 2011-2013 New IPA Multi-Beneficiary (MB) programming process for the period of 2011-2013 1.Sector-based approach: the so-called Working Groups (a total number of 8) were set up in 2009 with the participation of all Beneficiaries, international organisations and other relevant stakeholders.

How do we do it? 2.Programming is done within this frame for the period of 2011- 2013, keywords are active participation and ownership of the Beneficiaries with view of ensuring an inclusive process of needs assessment and priority setting.

How do we do it? 3.Example: the Working Group on Human Rights, Minorities and Vulnerable Groups was set up in October 2009 and it outlined key areas of intervention within the field (the NIPAC offices nominated the representatives from each Beneficiary).

5 5 Regional policies and programmes in the area of education A. How do we do it? 4.A Sector Plan on Human Rights, Minorities and Vulnerable Groups was also drafted in 2010 to elaborate the details. Concrete projects to be adopted under the various programming years as of 2011 are in line with the main conclusions of the Working Group and with the strategy described by the Sector Plan. At a later step, expert working groups can also be set up to draft the respective project fiches with the participation of all Beneficiaries.

6 6 Regional policies and programmes in the area of education A. How do we do it? 5.This is the case with the Inclusive Education programme to be adopted under IPA MB 2012. Besides the Beneficiary consultations internal (within EC) and external consultations (with other institutions, international organisations, donors, stakeholders) are also conducted.

Process of developing the respective project fiches for 2011: Process of developing the respective project fiches for 2011: 1.The EC prepares the draft project fiche in close consultation with EACEA (the Education, Audiovisual and Culture Executive Agency), in charge of the implementation of these programmes 2.The NIPAC (National IPA Coordinator) offices were invited to contribute to the drafts
