Fifth Framework Programme ENERGY, ENVIRONMENT AND SUSTAINABLE DEVELOPMENT TRANSCAT - DSS development Basic choices: "state-of-the-art" vs. "commerce" [?] "ideal" or "real" system "outside device" or "sustainable tool"

Mr. Ryszard Dziubek*, Director of the Laboratory of Area Information Systems PIG - State Geological Institute IMGW - Institute of Meteorology and Water Economy
Fifth Framework Programme ENERGY, ENVIRONMENT AND SUSTAINABLE DEVELOPMENT TRANSCAT - Pilot region of Biała Głuchołaska / Bela Data availability - "local" sources InstitutionNature of data and availabilityPrinciples National Geological Institute (PIG), Warsaw Several databases, including geological, sozological, hydrological, and drillings 1:50,000 - basic resolution; standard GIS formats Commercial Institute of Meteorology and Water Economy (IMGW), Warsaw Historical databases concerning precipitation time series, water discharges etc. Commercial Provincial Speaker's Office in Opole Provincial Spatial Information System; Sozology: full area Hydrology: a part of the area 1:50,000; doubtfully digital Commercial though rather cheap Geodesic companies, e.g. in OpoleGIS run on current data for several parts of the area, mainly land cover and geodesic base; Commercial Regional Board of Water Resource Management in Wrocław Data mainly from PIG (e.g. drillings)?
Fifth Framework Programme ENERGY, ENVIRONMENT AND SUSTAINABLE DEVELOPMENT InstitutionNature of data and availabilityPrinciples Provincial Environmental Inspection in Opole Water quality data from regular on-place inspections every fortnight; and more thorough - less frequently Partly public Agriculture and environment departments of county offices Data on paper; in many cases valuable data on water quality Public, but not easy Land reclamation and water installations offices Hydro-engineering structures: walls, weirs, etc. on the basic level; simple maps ? Operators: water and sewage companies (Nysa & Głuchołazy) Data on water quality: continuous measurements close to the border; registration on-line Commercial Other operators?? TRANSCAT - Pilot region of Biała Głuchołaska / Bela Data availability - "local" sources
Fifth Framework Programme ENERGY, ENVIRONMENT AND SUSTAINABLE DEVELOPMENT TRANSCAT - Pilot region of Biała Głuchołaska / Bela Problem structure (primary problems as formulated by the interested parties) 1.Flood protection 1.1. "Large" floods - i.e. causing risk to life and health; damage of structures; losses beyond the capacity of the local system; in the last decade - two such floods 1.2. "Small" flooding - a nuisance incurring material losses (crop losses, petty repairs), often not compensated for by the insurance (too small and vague losses); in some locations (Morów) - even several times a year Responses: (i) walling - wherever missing or inadequate; (ii) relief channel; (iii) reservoir on the boundary
Fifth Framework Programme ENERGY, ENVIRONMENT AND SUSTAINABLE DEVELOPMENT 2. Water quality 2.1. persisting bacteriological pollution, apparently originating from the other side of the border (against the background of general improvement) 2.2. pollution events (single discharges, usually from small-scale industrial plants) - hard to track and penalise 2.3. de-naturalization of the course on several segments (tourism, sports fishing) Responses: (i) short-cut collector pipe from Mikulovice to below the Głuchołazy intake; (ii) groundwater intake at some "safe" location; (iii) improvement of the wastewater treatment plant in Mikulovice; (iv) land use control measures; (v) effective tracking models and systems Agriculture is not using water for irrigation. There is no (essential) water quantity problem.
