3 BUILDING STRONG ® Temporary Power Mission Capabilities and Improvements  USACE Resources: 7 PRT’s, DTOS’s, 249 th Engineer Battalion, 3 ACI Contracts, World Wide Power Contract  FEMA: ~800 generators at 4 CONUS DC’s and 3 OCONUS DC’s.  Pre-Scripted Mission Assignments developed for 4 different “Configuration Packages” for resources based on mission requirements.  New tools and technology: EPFAT, Temp Power Mission Common Operating Picture (GIS modeling and mission tracking), SAVER (GIS generator tracking/data-bank).

Key Discussion Points: Regions may not be aware of temp power requirements Need to have ISB/Staging area COP from both region and state and USACE

Key Discussion Points: FOS EM declaration and Major declaration PSMAs needed Discussion on how we will handle multi- jurisdiction Con ops development Hard part is what color money Not having enough AO’s for multi state events Resource allocation and adjudication

Completion Date: Long term Action Lead: Bill Irwin (USACE) Jeremy Greenberg (DOT) Ongoing Resolutions: - Will provide more rapid issuance of permits through a network -ID regional reps at DOT to facilitate issuance of permits Obstacles: -DOT determined that there is not a current viable federal waiver option PDT Members: Tommy Welden (FEMA) Chris Dresel (USACE) Michelle Anderson (FEMA) Issue Title: Transportation of oversized and overweight power resources Problem Statement: USACE generator leasing contractor had to transport oversize/overweight equipment across states lines, and these loads were detained by state police at weight stations and were unable to be delivered on time. Key Discussion Points: load coordination and movement Information transfer between contractor, region, state Standardized waivers and approvals

Completion Date: June 2012 Action Lead: Dave Bishop (USACE) Darrell Ransom (FEMA) Ongoing Resolutions: -Region 4 developing leasing capabilities through local contracts -National ACI will continue to assist in service and install -Work and coordinate with NEMA Obstacles: - Local contract may be impacted by disaster Issue Title: Generator Leasing Procedures Problem Statement: Lack of coordination between agencies which causes competition for the same resources Key Discussion Points: Regions are encouraged to solve at the lowest level Organic generators purpose is to meet initial requirements FEMA organic generators are a national strategic commodity
