11 Air Charter Safety Foundation (ACSF) In 2007, the FAA came to the National Air Transportation Association (NATA) concerned about the air charter industry safety record after several high-profile accidents. In response, NATA provided the resources to create the ACSF, a non-profit 501 (c)3 organization. The Vision: To promote and enable the highest levels of safety in personal and business aviation through the facilitation of risk management programs.

12 ACSF Manages FAA-Approved ASAP Program An Aviation Safety Action Program (ASAP ) is a confidential, voluntary safety event reporting system that provides a near consequence-free environment. ASAP is part of a robust SMS and fosters a positive safety culture. Participants identify safety issues and report information that might not otherwise be discovered or disclosed through normal internal event reporting programs.

13 ACSF – ASAP Program Fosters a cooperative, non-punitive environment with company management and the FAA. Designed to identify critical incidents before they become potential accidents. Focuses on determining root cause – not to punish.

15 ASAP Value & Benefits Enhancing and improving overall safety performance depends on: Data collection and analysis Use of data to identify system failures and human errors that are precursors to accidents Identify & implement corrective actions in order to reduce the potential of recurrence incidents and accidents Review patterns and trends

16 Why ASAP? As a Training Tool: We can learn from the mistakes of others through publication of de-identified ASAP events. Requires very little time & effort. Place us on parity with Part 121 air carriers with a world-class safety program/proven record.

17 ACSF ASAP Partnership Cooperative effort between:  Company Management  Participating employees (pilots, mechanics, flight attendants, dispatchers, schedulers, etc.)  FAA - Building Trust  Air Charter Safety Foundation (ACSF) Agreement between Company, ACSF and FAA is through a Memorandum of Understanding (MOU)

An individual employed by a business aircraft operator or who is directly involved in the operation of business aircraft (examples: corporate flight department personnel, charter operator, owner operator, dispatcher, charter marketing department). This membership includes voting rights. Regular Member Individual $60.00 An individual NOT employed by a business aircraft operator or directly involved in the in the operation of a business aircraft however this person is involved in the Air Transport Industry in some capacity. (examples: vendor or service provider, FBO, flight planning service provider, insurance, marketing). This membership does not include voting rights. All of the above membership dues include a $15.00 contribution for the Scholarship/Mentoring Program Associate Member Individual $60.00 An individual employed by a Government Agencies, or attending an aviation related field of study in an Educational Institution (Students must have valid student ID)/ a person retired from the aviation industry but still wants to be involved and contribute (examples: airport manager, ATC, FAA, student working on an aviation degree or certificate, retired pilot, retired ATC, retired aircraft management or service provider). This membership does not include voting unless the person is actively involved in NorCalBAA organization or committee of the NorCalBAA) Exempt Member Individual (free)
