1 Urban Air Quality Improvement (UAQi) Program Development Lesson Learned from Indonesian Experience Presented at Better Air Quality Conference Yogyakarta, 14 December 2006 Dr. Agus Prabowo Director for Environmental Affairs, Ministry of National Development Planning (BAPPENAS)

2 Why do we need urban air quality improvement in Indonesia….???

3 1. Urban population is increasing throughout the years, and it will increase more in the future

4 2. Urban air quality in big cities in Indonesia is deteriorating Konsentrasi Harian PM10 di Surabaya, 2001-2005

5 3. Air Pollution has caused severe economic loss and causing damage incl. death, buildings, vegetation, climate; Economic loss becasuse of air pollution in Surabaya: Rp. 984 billion per year Economic loss because of PM10 in Bandung: Rp. 75 billion per year Economic loss because of PM 10 in Jakarta: Rp. 1 trilion per year

6 4. Urban Air Quality less priority in development Funding for related environmental acivities is still limited Funding for related environmental acivities is still limited Even though funding shows an increasing trend, but it is still lower than 0.5% of total national budget Even though funding shows an increasing trend, but it is still lower than 0.5% of total national budget Local funding contribution is also lower than expected Local funding contribution is also lower than expected

7 5. Lack of coordination among sectors;

8 What are the outputs of UAQi..??

9 A. NSAP 1. Consensus building among sectors and local governments on strategy and action plan on: B. LSAP

19 Lesson Learned: In dealing with urban air pollution problem, we have to considere all aspects from cause, source, exposure, and impact In dealing with urban air pollution problem, we have to considere all aspects from cause, source, exposure, and impact Air pollution, as one of the environmental problem, should be considered as problem for all people, not only for the government or one institution; Air pollution, as one of the environmental problem, should be considered as problem for all people, not only for the government or one institution; The importance of networking and commitment building among people who prepare the strategy and action plan is a key to success; The importance of networking and commitment building among people who prepare the strategy and action plan is a key to success; SAP and IP should be planned as integrated concept and be followed up by funding commitment by the government – to avoid the plan is just a plan SAP and IP should be planned as integrated concept and be followed up by funding commitment by the government – to avoid the plan is just a plan
