3 The High Quality Regulation Agenda An agenda divided by a common language –Appeal to technocratic & apolitical oversight and consistency in application of regulation –Appeal to strengthen regulatory community, peer- review and exchange and improve overalll policy –Appeal to deregulation and ‘reduced’ burdens –Appeal to realisation of limits of regulation and need to focus on systemic aspects High Quality Regulation debates should not hide behind the phrases but endorse differences Evidence difficult as cause-effect relations diffuse and complex

4 Instruments of High Quality Regulation: RIAs What is it? –A science of regulation or a due process? –Focussed cost benefit analysis vs. assessment of broad policy options What is in the box –Criteria inflation –Weighting of criteria –depth versus breadth Oversight and impact –Compliance needs oversight –Creative compliance (box ticking) –Beyond bureaucratic oversight (peer review, naming and shaming)
