Conference Updates: Vann Burgess (USCG) is scheduled to provide an update on the recent Notice of Proposed Rulemaking (NPRM) of PFD Labeling during the NASBLA Workshop on Monday. (NPRM comment period closes October 15, 2013). Marked-up DRAFT NASBLA Model Act for Personal Flotation Devices is available now for states to review and prepare. It will be adjusted based on final rule making.

Regarding NASBLA Education committee efforts: Better facilitated on a state or national level, or a combination of both? Continue reaching out to our marine retail partners to determine if formal development of a Marine Network is something they need and would use.

29 NASBLA 54th Annual Conference September 14-18, 2013 Boise, Idaho Proposal - adopt a new definition: Reciprocity: If a boater successfully completes any NASBLA approved boating safety education course and can produce proof in their home state or territory, then that boater’s safety course completion will be considered acceptable when that boater is temporarily operating a boat in any other governmental jurisdiction. This includes any NASBLA approved boating safety education course such as a paddlesport or motorized centric course.

30 NASBLA 54th Annual Conference September 14-18, 2013 Boise, Idaho Work Product and Conference Update: A comprehensive survey has been drafted to update state information on boater education and reciprocity. Due to the complexity of the survey, it remains in the DRAFT stage. An overview of the survey instrument will be presented by during the NASBLA Workshop on Monday, Sept 16.

This requirement is a potential barrier to full implementation of skill-based, on- water training for the power boating public. -Evaluate and recommend ways to ensure that on-water power boating education programs are based on new voluntary national standards.
