2 Oregon MSP Agency Buyer Quick Reference Guide Creating a RequisitionSelect the Requisitions menu item and click Add Requisition.Select either New Requisition or By Template option.If using the template option, choose the appropriate template and on the next screen, pre-populated requisition information will appear. Some fields from the template (such as dates) should be edited as necessary.Select the name of the Folder for which you want to create a requisition. Select the Classification for the requisition IT-Hourly or IT-Project. Select Attach Requisition Files and/or Add Qualifications if would like to include additional information on the posting.Select a Rate Card by clicking on the Binocular icon. Click Next and you will be brought to a blank Requisition Details screen.Complete the information that applies to the requisition. Required items are indicated with a *. Click Next when finished.The next screen will be the Assignment & Billing Information page where Assignments/Projects are added. a) Select an Assignment/Project and an Approver(s)- will approve time cards for project. b) To add additional Assignments, click Save then Insert and repeat steps above. Click Next when you are finished.If your agency has designated approval steps, the Approver Page will appear. Select appropriate approvers. Required steps are indicated with a *. Click Next.If you have selected Attach Requisition Files, click Attach File and browse to find the file. Attach it and click Next.If you have selected Add Qualifications, select skills/qualifications to the type of requisition you are filling. Click Next.The Requisitions Details page will appear for your review. Please note the Requisition or ORPIN # for the position. If you wish to save the requisition and post later, click Save. To Post the requisition to the MSP (Covendis), click the Post Requisition button.Reviewing Candidate ProposalsSelect the Proposals menu item and click Active.To review proposals submitted to a particular position, enter the requisition ID number in the search box. Click Search.Click on the paper clip icon to review the candidate’s resume.Click the proposal ID link to review the applicant’s information further.Screening & Interviewing a CandidateClick the proposal ID next to the name of the candidate you would like to screen/interview.Click clock & calendar icon to send and interview request, or the dialogue bubble icon to send a screening.Fill out all required information on the request page(s).Click Send and an automatic notification will be sent to the Candidate and/or Supplier.Reviewing Time and ExpenseYou will receive an notification when there is a Time, Milestone, or Expense Bill to be approved. Select the Bills menu item and click either Time, Milestone, or Expense then Active Bills.The default list is Submitted/Resubmitted time for Active Time/Expense. If you wish to see approved or invoiced Time/Expense items, select the Bills> Time/Expense>All Bills from the top menu bar. Enter at least one search criteria and click Search.To review Submitted or Resubmitted time, select a time bill from the list by clicking on the appropriate Period Start Date.Accept or Reject the entire time bill by clicking on the appropriate button. Some time bills submitted may show automatic calculation of OT & Double OT hours. If you do not wish to take action on the time bill, click the Cancel button.If you wish to Accept or Reject multiple time bill line items at, check off the Select check box to the right of the item(s) and click the Accept or Reject button. *If you reject a candidates time or expense, an notification will be sent to the contractor and/or their supplier administrator.To review expenses, select Bills>Expense>All Bills. Click on the appropriate Period Start date.Repeat steps 3 or 4 to approve or reject part or all of the expense bill.To review Project Milestone bills, select Bills> Milestones>BillsSelect under the Number of Milestones.Repeat steps 3 or 4 to approve or reject the Milestone Bill.Selecting or Declining a ProposalSelect the Proposals menu item and click Active.Select the Proposal ID link for the applicant you wish to hire. Click Accept at the bottom of the page.Select Decline All Outstanding Proposals to decline other submissions at one time- please include a Decline reason. Click Submit.Finalizing a Proposal and On-boarding a CandidateSelect the Proposals menu item and click Unfinalized.Click on the name of the requisition you wish to finalize from the list of Proposals.Click the Finalize at the bottom of the page. Then complete onboard details regarding the contract information for the candidate on where and when to report, etc. Click Ok.
