3 Sirte, Libyan Arab Jamahiriya December 2008 Water for Agriculture and Energy in Africa: The Challenges of Climate Change THE CONFERENCE The principal aim of the Conference will be to examine the issue of water resources in Africa in the context of higher demand from the agriculture and energy sectors and climate change. The Conference, which will be held in a context of food crisis driven by soaring food prices, will be an opportunity to discuss water control projects within the framework of the Comprehensive Africa Agriculture Development Programme. The Conference will examine investment needs and management problems for harnessing of water and irrigation at village level, for the rehabilitation of large- scale hydro-agricultural works and for the development of major river basins. FOCUS ON: Concrete Programmes and Plans for Action Assessment of their financial cost in terms of feasibility studies and implementation of works

6 A stocktaking of the major issues regarding to water for Agriculture and Energy and the impacts of Climate Change. A declaration by Governments of Africa and development partners to put together an Action Plan and engage into investment programmes for water development in support of agriculture and energy at short, medium and long term. 7 Sirte, Libyan Arab Jamahiriya December 2008 Water for Agriculture and Energy in Africa: The Challenges of Climate Change THE VENUE The Sirte Congress Place, with a covered surface of about 44,000 m 2, comprises a great number of conference halls and services: A Press Room with 95 seats. The Great Congress Hall: with a capacity of 3,660 seats, it is equipped with one of the most advanced audio-visual systems and simultaneous translation. The Presidential Conference Hall has a capacity of 24 presidential seats plus 168 seats destined to the members of their delegations. Four Conference Rooms, with 700 seats each. Two Conference Rooms, with 48 seats each. Two coffee halls and a restaurant.
