1 THEMBISILE HANI LOCAL MUNICIPALITY PRESENTATION TO NCOP LOCAL GOVERNMENT WEEK 1. INTRODUCTION A new Municipal leadership was deployed in Thembisile Hani Local municipality after the local government elections held on the 18 May We should remember that this municipality was placed under administration on the 16 April 2010 in terms of section 139 (1) (b) of the Constitution of the Republic of South Africa, and that was lifted in July 2011 after the sworning in of the new Leadership. In the main, the newly elected leadership was expected to deal with the following issues;  Building local economies to create more employment, decent work and sustainable livelihoods, Localising priorities of the 2009 election manifesto and consolidating them with local government election manifesto in meeting key challenges facing our communities by ;  Improve local public services and broaden access to them  Build more united, non-racial, integrated and safer communities  Promote more active community participation in local government and  Ensure more effective, accountable and clean local government that works together Provincial and National government. 2 IMPACT OF INTERVENTION The municipality moved from disclaimer to qualified report Internal controls established and monitored by internal audit Support from provincial and national treasury Support from Dept of Cooperative Governance through MISA Budget and IDP processes implemented as per the requirements THEMBISILE HANI MUNICIPALITY

Cogta assist with HR strategy and plan Lack of Performance Management System Lack of capacity, no proper system in place Extra capacity required and appointment of staff COGTA Section 57 managers assessed for 3 rd quarter THEMBISILE HANI MUNICIPALITY

Appoint a Town Planner by Sep 2012 Land invasionTribal people allocate land without consulting the municipality. The slow process of transferring land NDRDLR/DA RLA to speed up the allocation of land to the Municipality COGTA/DHS/ NDRDLR Letters written to NDRDLR but very slow in response on our issues THEMBISILE HANI MUNICIPALITY

12 CONCLUSION As Municipalities we can do better when we plan on achievable things and improve where we lack Ensure that we empower our staff sufficiently when capacity interventions is deployed within our Municipality (Skills transfer Agreement) THEMBISILE HANI MUNICIPALITY
