15 Where should we start? Identify all stakeholders and call them to participate effectively in this project; Theses should include Users, Producers, Supporters, Donors and any other partner; Make efforts in adopting the assessment standard questionnaire already implementation other regions (to be used a baseline assessment, Arabic version, workshops, Arab country pilot); Capitalize and learn on other regions experience ahead of us; Make a good country grouping up on sector importance; policy stability, and statistical system development and capabilities; Prepare to the in depth (stage 2) assessment (formulate appropriate proposals); Assess an indicative Budget for Implementation ; Mobilize national commitment, donor support and technical expertise. Develop a roster of experienced consultants (Arabic speaking). Produce and disseminate Arabic versions of GS/G. action Plan, Questionnaire and manuals
