6 Outcome(s) A drafted text, serving for public debate. S3 mostly „in line“ with adopted documents, but in some cases too ambitious. Lack of clear delimitation of authorities. Slowness of the process.

7 Some remarks The text is not consistent neither with itself nor with other adopted documents. S3 priorities are vague and undefined. Just few attention is devoted to non- manufacturing innovations (services!). There are some overlapping sentences and description – inaccuracy. The position of different institutions – SPIRIT; JAPTI; SEF; TIA; ARRS? Problems with monitoring – who and why?
