3 SEATTLEITES UNDER THE SPOTLIGHT THE 2001 ANTHRAX inci- dents in the U.S. caused wi- despread anxiety and re- quired lengthy and costly remediation. A group of re- searchers from CREATE are using scenario simulation to study the public’s reactions in the aftermath of a major anthrax attack in the largest city in the Pacific Northwest - Seattle. The researchers believe an attack’s impact on a re- gion is heavily influenced by the risk perceptions and CREATE Chronicle Since 2004 HOMELAND SECURITY CENTER CREATE Studies Public Reaction to an Anthrax Attack behavioral decision making of its residents. In this case, how Seattlei- tes choose to react to a si- mulated attack –i.e. the fe- ar of anthrax infection, job loss, and insufficient food for survival– will influence their willingness to remain in the region, and in turn affect the livelihood of Seattle. If you were a resident of Seattle at the time of the attack, how do you think you would react? Let’s find out…. Space Needle, Seattle, WA. INSTRUCTIONS For this exercise, imagine that you reside and work in downtown Seattle. Over the next few minutes, you will be asked to watch two videos of newscasts repor- ting on the aftermath of an anthrax attack. Following each of the videos, you will be prom- pted to answer a series of questions about decisions an actual Seattleite would need to make as the events following the attack unfold. continued on next page

4 BREAKING NEWS ANTHRAX CONFIRMED THE SECRETARY of Ho- meland Security just ann- ounced that anthrax spo- res were detected in the Seattle area five days ago. During this time, gove- rnment laboratories have been working around the clock and have confirmed the substance as anthrax. What still remains unkno- wn is what areas already have been affected and what areas may be at risk. Already 75 Seattle resi- dents are reported to have tested positive for infec- tion from the deadly spo- res. Hundreds more have crowded Seattle emergen- cy rooms complaining of anthrax-like symptoms in- cluding sore throat, fever and muscle aches. Some are experiencing short- ness of breath and comp- lete exhaustion. ANTHRAX IS… a serious illness caused by a spore-forming bacterium, Bacillus anthracis. Infection in humans most often involves the skin, the gastrointestinal tract, or the lungs. Prompt treatment with a 60-day dose of antibiotics can cure most anthrax infections. DAY 5 THE READER SURVEY: CREATE Chronicle Dr. Michael Eisenberg explains the health risks of anthrax At this point in time you have shown no signs of anthrax infection. However, since you live and work in downtown it is very likely that you have been exposed to anthrax. WOULD YOU SEEK ANTIBIOTIC TREATMENT? WHAT IS ANTHRAX? LIVE BROADCAST: IT’S BEEN FIVE DAYS SINCE THE RELEASE QUESTION #1:

WOULD YOU SEEK TREATMENT IF… a) the antibiotic supplies are readily available, but you have the opportunity to leave the city temporarily? b) you must wait in line 12 hours for only a week’s antibiotic supply when a 60-day dose is needed? Assu- me you either chose to lea- ve Seattle temporarily or were forced to leave be- cause your home is located in a hot zone WOULD YOU SEEK TREATMENT IF… c) antibiotic supplies are not expected to arrive in town for hours? d) you got wind of a rumor that the antibiotic is ineffective? a) STAY: b) STAY: c) STAY: d) STAY: 100% 0% 50% QUESTION #2: 66,7% 33,3%

6 BREAKING NEWS WOULD YOU SEEK ANTIBIOTIC TREATMENT? CREATE Chronicle rea- ders reveal their preferences in seeking prophylactic treat- ment to prevent infection from anthrax. “Although we hypothe- sized most Seattleites would seek treatment” –said a CREATE researcher- “it turns out that some of our readers refused the prophy- laxis and died.” UNFORTUNATELY YOU, the DEMO player that did NOT seek out the recommended antibiotic treatment, passed away this morning. “The victim showed symptoms of fever, malaise, and shortness of breath before dying, much like many of the other deceased from the same office building” - reveals the medical coroner. The coroner's reports further suggests that the cause of death was from excessive inhalation of spores in concentrated quantities never before seen in the U.S. DAY 10 THE READER SURVEY REVEALED CREATE Chronicle ONE SEATTLEITE, who refu- sed prophylactic treatment and became infected with anthrax, lived to tell of his life changing experience: “I was there, con- fused about whether I was alive or dead, when I heard a voice telling me to come back to my family. I feel so blessed to be alive!” DEMO PLAYER DIED YES:50% NO:50% A READER’S STRIKING CONFESSION: HEAVEN OFFERED ME A SECOND CHANCE The next newscast you are about to see reflects on the state of Seattle 3 months af- ter the anthrax attack.
