3 Following the directive of President Umaru Musa Yar’adua, the NDDC 2008 Budget was produced through a joint collaborative effort between the State Governments, Oil Companies and NDDC High ranking representatives from the State Governments and the Oil Companies joined NDDC Management at the 2008 Joint Planning & Budgeting Sessions The Budgeting Sessions were held under the aegis of the Partners for Sustainable Development (PSD) Forum NDDC 2008 Budgeting Sessions... 4 The focus of Stakeholders in 2008 budget session was guided by specific sustainable development themes derived from the Niger Delta Regional Development Master Plan, viz. Providing the enabling environment for Growth Development of Vital Infrastructure Agriculture & Fisheries Poverty Reduction & Job Creation This is historic because for the 1 st time ever, key development stakeholders in the region sat together to harmonize their development initiatives. 8 8 8 NDDC 2008 Budget was approved only in July 2008 by the National Assembly and signed into law by Mr. President; highlights of the Budget are as stated below: PROJECTS BUDGET = N80.36bn RECURRENT BUDGET = N4.414bn PERSONNEL BUDGET = N3.313bn INTERNAL CAPITAL BUDGET = N1.119bn TOTAL APPROVED BUDGET = N89.204bn NDDC 2008 Approved Budget… NDDC: DETERMINED TO MAKE A DIFFERENCE IN THE NIGER DELTA REGION

9 9 9 NDDC has so far received the following amounts from the Funding Partners and other sources in 2008: Federal Government = N30.4 billion Oil Companies = N27.7 billion Other Sources = N119.2 million TOTAL AMOUNT RECEIVED = N58.3 billion NDDC 2008 Receipts… NDDC: DETERMINED TO MAKE A DIFFERENCE IN THE NIGER DELTA REGION

10 NDDC has started implementing the 2008 Budget in earnest although the approval came very late by all Planning standards The ongoing projects are moving at a very good speed. In fact NDDC has completed and commissioned over 338 projects this year alone Contractors have been pre-qualified for the New projects and the award process has commenced in line with the Public Procurement Act of Budget implementation Plan... 12 Due to delay in approving NDDC 2008 Budget full implementation may not be achieved in 2008 There are over 592 new projects and 1834 ongoing projects in the 2008 Budget The focus in 2009 shall be to provide for all ongoing projects, which would include all new and ongoing projects in the 2008 Approved Budget 2009 Budget Outlook... 13 Funding would have still being a challenge even if the Budget 2008 was approved early in the year due to poor funding of the Commission. The Commission commenced the implementation of the Regional Master Plan with Budget 2008 and had to make provision for Projects and Programmes necessary in the Foundation Phase of the Plan As at August 2008, NDDC has received a total of N368.9 billion since inception (N147.9 bn – FG; N212.6 – Oil Companies; N5.9 bn from other sources). 15 As part of the overall strategy to address the Funding constraints of NDDC, the Commission is discussing with the FG accommodate some of the big-ticket projects in the NDDC 2008 Budget and implement them under the umbrella of the envisaged direct intervention in the Region (the Marshall Plan) Strategy to address the Funding problem... 16 Partnership is at the heart of the Master Plan There is need for more partnerships in the Region to embark on Projects and Programmes.. between the States themselves; States and Oil Companies; States and LGAs; States and NDDC; Oil Companies and NDDC; Oil Companies and LGAs PSD Forum would be cascaded to both State level and LGA level. One or two States have started something in this direction These Partnerships would bring about the synergy and enable us to embark on big ticket projects Strategy – Partnerships… NDDC: DETERMINED TO MAKE A DIFFERENCE IN THE NIGER DELTA REGION

17 The Master Plan reiterated the need for a clearing house during the planning and budgeting stages, to ensure that stakeholders are aware of what others are doing, or planning to do The PSD was established in February 2005 to address this vital need The main objective of the PSD is to develop a network of partners working together on specific projects to fulfil an obligation, share risks and benefits in a mutually rewarding manner with provisions for regular reviews of relationships and agreements where necessary The Partners for Sustainable Development (PSD) Forum NDDC: DETERMINED TO MAKE A DIFFERENCE IN THE NIGER DELTA REGION

18 To create better mutual understanding amongst the implementation actors, and between them and the recipients of development interventions Create effective linkages between the various enabling factors needed for development, from diverse knowledge-base and comparative advantages of stakeholders Goals of the PSD Forum… NDDC: DETERMINED TO MAKE A DIFFERENCE IN THE NIGER DELTA REGION

19 The PSD Protocol is a suggested framework, offering guidance on the possible form of an operational mode. In accordance with the principles it espouses the protocol will be completed only after all interested parties have participated fully in the discussion of the detailed content and have endorsed the contents The guiding principles of the PSD Forum include Equality, Full Participation, Transparency, Mutual Understanding & Benefit, Agreement on mutual obligations & responsibilities, Sharing of Information & experience, Responsiveness and Flexibility The PSD Protocol... 20 Hitherto, the PSD Secretariat was situated in the Directorate of Planning, Research & Statistics / MIS of NDDC In order to achieve a more effective PSD, the Secretariat has been moved away from NDDC operational structure The Independent PSD Secretariat would afford Partners the opportunity to jointly run the activities of the PSD NDDC would undertake the funding of the Independent secretariat for the first 2 years of operations after which Partners would take concrete decision on the funding Repositioning of the PSD... 21 Rapid reconvening of the PSD Forum and subsequent meetings Effective advocacy and mobilization at all levels; regional, state, LGA and community Increased consultations and networking amongst stakeholders Identifying and addressing capacity issues, relevant and necessary for sustaining partnerships amongst stakeholders An independent PSD that coordinates the development activities of all stakeholders in the region Expectations for the new arrangement. 23 Theme 5 of the Master Plan deals with Human & Institutional Resources, which calls for the need to institute Good Governance in the Region and strengthen the various Delivery / implementing Institutions (Agencies) The NDDC in complying with the provisions of the Master Plan embarked on a repositioning exercise for better service delivery Need for Institutional Strengthening. 24  After embarking on the 1 st phase of the repositioning process (A-Team), the Commission has engaged the services of Accenture Management Consultants to ensure that NDDC is positioned for higher performance and better service/project delivery. This involves: 1.Conducting a diagnostic review of the organisation, vis-a-vis policies, procedures and processes, to identify gaps and maximize efficiency and impact 2.Establishing a strategic direction for the Commission (to enhance the quality of service delivery). 25 A synergy of all development stakeholders in the region; FG, State Govts, LGAs, Oil Companies, Development Partners, Civil Society and the NDDC, under the restructured PSD Forum would bring about the desirable development to the Niger Delta Region There must be demonstrable commitment of stakeholders towards the full implementation of the Master Plan In conclusion...
