2 Which government issue? ● Security – PP expertise holds the key to the bulk of this – PP/Astro detector techniques provide solution ● Energy – Advanced monitoring technologies for nuclear industry – longer term R&D projects essential to far future energy plans ● Aging Population – Medical imaging – Hadron therapy ● Climate Change and the Environment – Monitoring atmospheric temperature – Pollution monitoring

4 APPSC: The principle ● Use (and protect) PPD + NP technical resource within STFC – PhD plus 20+ years experience in PP ● Directly use our (PP/N) ideas for UK PLC + (short term) benefit to mankind – Obviously very long term benefits of fundamental research are not the issue ● Bridging the Death Valley gap – idea->prototype – the bit industry doesn't want to fund ● Propose to form the Applied Physics Prototype Systems Center

7 breakdown ● TD : supplies engineering support as per PP collaboration ● Detector gateway : supplies cutting edge detectors via DG infrastructure – Also possibly produces detector systems for NP, Diamond, Nuclear industry (no Diamond rep at the meeting last week??) – Presumably SS-type detectors as well as PP-like ● PPD/NP : supplies knowhow and FTE for higher level systems: industry/government 'pulled'

8 APPSC : the principle ● This should not be seen as make-work also not bit-work ● 50% effort to work on real projects – from conception, through simulation to prototype – continuity – owning the problem – small groups (including effort and facilities in Universities where appropriate) – Ideal is part-time FTE in order to keep involvement in fundamental research ● Funding IS necessary : cost against KE 'budget' – ~40 x50% FTEs = ~6-7 projects – Kit and facility usage (TD,DGC,University Facilities)

9 The potential outcome ● Industry should be involved at the outset ● At successful conclusion, prototype can be sold – level of involvement TBD – Indeed! possibly even sold to the highest bidder – R&D costs can be recuperated by licensing – Model is NOT to form spin-off companies ● STFC has taken the RISK! – Our technical expertise knows what can/cannot work – Industry can know what can/cannot sell (not WWW!!) ● This DIRECTLY helps UK PLC – encourages THEM to use our ideas, not overseas co.s ● Might take some years to be financially sustainable

10 Benefits 1.An additional funding stream would benefit particle physics 2.KE is a 2 way process with benefits for both industry and science – Particle physics has pioneered new technologies and transferred to industry  e.g. Rutherford superconductor, www,crystals for scanners – and Particle physics has identified industrial processes and developed them with both science and industry benefiting  e.g. Analogue ASICs, Silicon sensors for tracking,…. 3.Particle physics suffers from ‘start-stop’ with a small number of large scale long term projects – It is essential to maintain expertise and facilities over long periods  Some benefit in having a more diverse portfolio of projects

11 Benefits A fresh approach to making the impact of Particle Physics to society very visible Politicians have lost sight of the spin off from particle physics (if they ever had it) We have to show how relevant what we do is to their agenda : Security, Energy, Ageing population, Climate Change Then they will change the agenda of course....

12 Potential Risks This is a change in paradigm (“don’t fall between 2 stools”) Old model – component development together with industry New model – Selling expertise and knowledge via systems Identifying appropriate projects Target areas of commercial interest Don’t compete with what industry is already doing Dont throw the baby out with the bathwater The reason for success in particle physics is that Projects are science driven and then led by committed scientists Scientists need to define which projects are done (with industry advice) Model here is to have the people involved 'own the problem' KE needs as much creativity and ingenuity as PP

13 Why bother? This has been tried before... ● Well, yes it has! – ThruVision produced a teraherz imager with funding from ESA – Gathered a team of experts to solve the problem ● Can you find an aeroplane (on the ground) in the fog? – Now on trial at LHR looking for hidden items on people's bodies – Being used in Canary Wharf and The Dubai Mercantile Exchange – The spin-off company not yet making a profit ● £100k/device, maybe 10-20/year sold => £100-200k/year ● Multiply by 10 products and you are breaking even From The Sunday Times March 9, 2008 Strip search: camera that sees through clothes from 80ft away Jonathan Leake, Science Editor

14 Some Problems from MoD ● How to see through walls / radio? ● How to find a naked man in a cave / water 94Ghz? ● How to see differences in a vast landscape/ imaging ● How to see a buried roadside device /radio,imaging ● Can we see through the ocean / cosmic muons, geoneutrinos? ● Can we see neutrinos from a nuclear sub /neutrinos ● Can we make invisible camoflage – refractive index/invisibility ● Ad-hoc networking / grid middleware? ● Bio-inspired autonomous systems / ????

15 Joined up - not ● There seem to be many schemes being put in place – EPSRC+MRC – ETI ● This isnt well joined up, many trying to solve the same problems – Our approach is to put up the funding and sort out which fund to get reimbursed from at STFC – Try to rationalise or join up with present PP+N related projects

16 How to proceed : already started ● A nationwide call will be announced (energy,security.medical) – Individuals who are interested should propose projects – Put together mini-collaborations, including PPD/NP/TD staff – One page outline proposals with names by 1/7/08 ● Should include discussions if necessary with – innovators (R.Edgecock, J. Hasard, V.Oshea, P.Allport and others) – MoD, Home Office(Liz Townes-Andrews can help with this) – industry (e2v, Corus, QinetiQ....and others) L.T-A ● Need to decide on right portfolio of projects – Short term/long term – High risk/ low risk – Larger investment/smaller investment ● Steering Committee (~10 people) to select and fund – technical, academic, industrial, visionary

17 Example projects Energy: Radiation tolerant fuel cycle monitor systems for nuclear industry ● Commercial: Power reduction using serial powering, DC-DC, smart control Security: Tracking system for radiation material and sources Cross science: Fast detector + daq system(s) for the XFEL project Medical: accelerator related: (EMMA p/C therapy), B n capture therapy system Medical: in-vivo dosimetry system, TOF PET system ● Security: Muon tomography system for large volume scanning Technology: Smart CCDs (e.g. high speed cameras; ISIS link) Cross science: Detector systems for FAIR Cross science: MAPS for commercial applications (e.g. electron microscope) Cross science: CdZnTe for x-rays (+Medipix) for EPID (portable imaging system) Computing: GRID gene + protein database system, Geant simulation of anything Environmental: Transmutation of Nuclear Waste, Energy amplifier Environmental: Photon detector systems for pollution monitoring Biotech: Next generation 2D Imaging system using AP software techniques s

18 Longer term : ENERGY ● Transmutation of nuclear waste ● Energy amplifier ● neutron multiplication in Lithium – Can see this as possibly additional, long term, ETI funding? – We should get organised ● Hadron therapy, FFAG based – Already well formed, possible joining up of other funding sources to enhance this – More involvement from PPD/NP staff ??

19 How to proceed ● Put together small teams to 'own' a project – find project leaders ● Dont have to start from scratch: talk to eg: – Rob Edgecock, John Hasard,Val Oshea, Phil Allport, N.Spooner.... ● Universities can join these 'collaborations' just like PP experiments ● PPD/NP staff could work up to 50% (more in some cases perhaps) where their skills can be maximised – Being part of this enterprise can produce arguments for avoiding the inevitable outcome of 25% cuts in projects – A financial return within 2 years can make keeping people cost-neutral – Potential financial benefits for successful projects ● ~2-3 monthly reviews of progress/portfolio/competition

20 Timing? ● PP is still in with a chance to own security: – analogy with nuclear weapons should not be scoffed at – access to information about WHAT problems need solving is top priority presently (see MoD list for a flavour) ● Our strength is that we can see the potential when possibly other funding agencies (Home Office, MoD...) need more developed systems to gain interest – needle into the jugular of the UK scientific community ● This will NOT be turning a profit by next CSR – although if show case has started to work, evidence for government about fundamental science spin-offs ● Next CSR (flat cash) is another disaster but a financially independent group should be safe and also an example

21 How to proceed : THE CHALLENGE ● form mini-collaborations ● define prototype projects ● one page outlines by 30/06/08 – Initial work would be general research on need – Next steps defining project milestones and goals – Phase I design study period for simulation – Steering group would decide on potential portfolio – Phase II after project defined and budget estimated – Maximise use of PPD/NP FTEs/project – Steering group to define final portfolio – Successful delivery of (some) projects would have to be achieved within 2-3 years

22 Moving Forward ● The total funds per year are not yet cast in stone but my hope is that it will be substantial ● We have to get moving with this (already 2 months behind my own hopes) ● The call plus an enthusiastic response will be very helpful ● A showcase for the next CSR is the main short- term goal ● Real financial independence is the long term goal – this will demonstrate we have succeeded in the vision
