Software specifics and future possibilities, cooperation with Estonian University of Life Sciences within GreenMan Project This document has been produced with the financial assistance of the Estonia – Latvia – Russia Cross Border Cooperation Programme within European Neighbourhood and Partnership Instrument 2007 – 2013. The contents of this document are the sole responsibility of Tartu City Government and can under no circumstances be regarded as reflecting the position of the Programme, Programme participating countries, alongside with the European Union Rauno Külavee Tartu City Government Project coordinator

Table of Contents Brief overview of RED program Everyday usage of the program / implementation possibilities Issues regarding RED program Future solutions

RED overview Purpose of design: To ensure cross-usage of spatial data inside city government intranet To grant access to data from every department To ensure exchange of data between departments

RED overview Spatial data stored in special applications had to be transferred to RED with certain interval (usually every night) via export-import modules

RED overview Data can be inserted directly to RED database With regards to a more simple data model, this was the preferred variant. User interface of the program is written specifically for Tartu City Government, ordered by a local software company. City Government gave instructions beforehand

RED overview Presently 2nd version of the program in use (2002) Uses ODBC link via Oracle database Number of simultaneous users unlimited Program is a bit old-fashioned already. We plan to change it or renew it, which would enable implementation possibilities of present day GIS-solutions.

Everyday usage Possible to log on in different role a)Spectator or b)Data entry clerk Possibility to view data inserted by different departments Public parks & city cleaning service: Basic plans/maps 10+ Often used maps: 1) 1:5000 2) 1:2000 3) 1:500 4) Ortomap 2012 mai / 2003 versioon (demo Tähtvere park)

Map used by Public parks & city cleaning service (EKRAAN- view, demo) ca 30 classes of objects (incl maintenance classes) Object classes added by administrator Objects can be inserted by department workers by themselves Borders of plots of land (lots) also visible

Most often used functions 1)Object insertion/adding 2nd class area Marja 26B Insertion of bench, playground, trash can Object number 12.1 2) Object data viewing 3) Object data changing

Sagedamini kasutatavad funktsioonid 4) Specification of maintenance areas 5) Inspection of land plot borders (changing done by different department) 6) Checking of intended purpose 7) Viewing ownership data of land plots (linnakrunt) 8) Nõlvaku street, Uus class & III klass (borders changed)

Benefits Inserted objects viewable by all RED users (different departments) System has become very comfortable over the years Possible to add additional object classes if needed Facilitates preparation of procurements

Issues Problem with data stored in different databases usage in RED environment (national databases) Checking, if data import includes data loss, the data is not accepted and is offered via other means Some important data offered via WMS service but RED unable to use that service.

Issues Uncomfortable zooming capability Intranet system only Made for usage by Tartu (and Tartu City Gvt is not the owner of the licence)

Issues No direct means to publish currently available data onto the city web-based map. Would need extra work. RED cannot offer or use the WMS. (web map service). Data exchange over the net possible only via special programs

Future solutions Cooperation with EULS within GreenMan project, to find the solution that suits all partner cities – either software or application One version on the PostGIS platform already exists. Further development of GeoArchive application Also one version to develop/implement new applications Our aim is publishing of geo-data on the city web map via fast means.
