Introduction Commander, Navy Region Mid-Atlantic (CNRMA) Thirteen installations and annexes in Hampton Roads Virginia area Three installations in Pennsylvania. Navy looking to enhance compliance posture, minimize NOV’s, and improve and integrate compliance assessment reporting processes. Implemented NFESC prototype assessment project using Enviance to develop a a Navy Online Environmental Compliance Checklist System (NOECCS) Found NOECCS could easily provide capabilities for integrating Environmental Program data management requirements.
A Continuous Inspection Process Quarterly reporting and assessments Multi-media compliance inspections and observations 160 inspection areas Over 700 data points As funded, inspection items are derived directly from permit requirements Jerry Blau, Oceana EC Team Leader, 757-433-3435 -thanks!
But, a Manual Inspection Process Oceana Area of Responsibility (AOR) NAS Oceana, Fentress, Dam Neck Annex, NSA NW, DCBR >2800 inspection line items / year Manual completion of checklists Manual transposing of data to individual spreadsheets Manual distribution and printing of spreadsheet Manual collation, check-marking and review of inspection logs Manual review by team leader to ensure progress of inspection completion Manual reporting and assessment summary for media program managers
Applying the Navy Online Environmental Compliance Checklist tnc, 2005 Broad user licensing Easy Internet access Little or no vendor propriety Intuitive user capabilities
Applying NOECCS Improving the Inspection and Reporting Processes X X X XX X X X
Improved Inspection Process Checklists maintained in and printed from NOECCS One-time inspection data entry in NOECCS All inspection progress and assessment summary reports immediately available to all users at time of data entry in NOECCS
Benefits to the Program Enhances our compliance posture by improving inspection efficiencies and usability of assessment data Tracks and retains regulatory requirements Reduces risk of admin NOVs Maintains continuous capability to track minor and major, short-term and long term corrective actions Provides capability for immediate assessment of compliance posture Provides data integration capabilities for other Environmental Program and Program Management areas.

Inspection Data Manager Immediate update of inspection status toward completion Recall of past inspection data Identification and recall of action in the field Long term data retention Identification of trends Identify repeat and long term issues Improved response capability Standardizes inspection and report formats Implements external inspection requirements
Compliance POAM Data Manager Immediate update from inspection data entry Immediate notification of proper managers Tracking of repeat and long term issues Improved visibility for response and corrective action Conduct of root cause analysis Preparation for external inspections Standardized report format derived from inspection data entry
P2 Program Data Manager Immediate update from inspection data entry Integrated PDF “Shop” reports Queries P2 equipment, P2 opportunities, processes performed, waste generated, materials used, etc. by Base, Activity, or Squadron.
