10 CONTEXT AND CONDITIONS  Rapidly developing suburban land use  Commercial on north side  Residential / mixed-use on south side  Currently STOP control at both minor road approaches  Heavy through volumes on arterial  45 mph posted speed – higher operating speeds Residents and businesses are complaining about delay waiting to turn out from minor roads – they want a signal!
