(vision, passion, simplicity self-rule) (expansion, development, growth) (wealth and influence) (leisure and pleasure) (self reliance and arrogance) (tolerance and acceptance) (greatest amount of rule and law) Each stage helps the progression to the next as the values of a people change over time. Military, politics, economics and religious developments – these all shape an empire's citizens to act and believe differently over time.
