11 The National Population Register Managed by the Norwegian Tax Administration Assigns a unique identifier to every citizen (Personal ID) Has information on name, address, date of birth and gender, statuses ex. married, dead etc. Citizens are obliged to report change of address Provides legally valid information electronically Access is restricted But, information is available for those entitled Applies to both public and private sector Bratislava19.March

12 Authentication service – ID-porten Managed by the Agency for Public Management and eGovernment (Difi) Several authentication services allows the user to choose Authentication based on Personal ID and authentication mechanisms Applied for Altinn and most electronic services in Norway Bratislava 19.March

13 The Central Coordinating Register for Legal Entities (CCR) An Extended Business Register Assigns organisation number – nine digit number to all entities This nationwide unique ID is applied in every context both in private and public sector when identifying a legal entity (non- individuals) Basic information about the entities (name, address, entity type, legal representatives, contact information, NACE code etc) Provides legally valid information electronically Bratislava 19.March

14 The Central Coordinating Register for Legal Entities (CCR) cont. Obligation and right to register -Obliged to register -Government bodies, counties and municipalities -Companies, associations and other legal persons -All entities obliged to register in another major public register -Entitled to register -Other associations, organisations, sole proprietors, etc. -Combined with the Population Register an authenticated person is granted access (authorised) Bratislava 19.March

15 Information management Catalogues with description of the information to be exchanged Understanding the information exchanged about an entity is an imperative to be able to interpret the content of an electronic message correctly An efficient tool for creating the description of the content of the messages(XSDs) is required In the Altinn system as well as in any computerised system, metadata is required For this purpose, a central metadata repository SERES with the capability of creating XSDs is established Bratislava19.March

16 16 Conclusions 1.Administrative burdens for businesses are reduced 2.User satisfaction is very high 3.Efficiency gains in public sector 4.The number of government agencies joining the collaboration is ever increasing 5.Very high penetration rate for major forms The most complex forms are already available via Altinn (tax etc.) 6.The number of forms reported through Altinn is rapidly increasing (till now 50 mill) 7.Very many users ( businesses, 2,5 mill. citizens) 19.March 2015Bratislava Interoperability (IDABC) 16
