2 1 Japan Aerospace Exploration Agency WINDS was established based upon “e-Japan program” of Japanese government in order to contribute a digital-divide free comfortable communication society by complementary utilization of ground based and satellite based communication network which has the following advantage: Wide Coverage, Broader Accessibility and Survivability against natural disaster JAXA has been developing WINDS collaborating with National Institute of Information and Communication Technology (NICT). JAXA: Total Network System Satellite System, Multi-Beam Antenna, Multi-Port Amplifier, Active Phased Array Antenna Ground System: Network Management Center, Regenerative Ground Terminals (USAT, HDR-VSAT) Satellite Tracking and Control System NICT: Onboard ATM Baseband Switching Router Bent-pipe Ground Terminals (LET, SDR-VSAT) Objectives of WINDS program

Establishment of ultra-high-speed fixed satellite communications technologies High-Speed communication rate Realization of ultra-high-data rate communication. 155 Mbps for home use (small terminal with 0.45m diam. class antenna ) 1.2Gbps for business use (large station with 5m diam. class antenna ) Wide coverage Ultra-high-data rate communication in a wide area of Asia /Pacific region Establishment of total system for high-speed satellite based communication network which realizes “flexible” user assignment. 2. 23 22 Japan Aerospace Exploration Agency (1) Pilot Experiments In order to firmly facilitate the in-orbit experiments of WINS, pilot experiments such as data storage and transmission experiments, e-learning experiments etc. using a commercial communication satellite have been conducted aiming at, - verification of the experiment environment, procedure - promotion of WINDS utilization (2) Basic Experiments JAXA and NICT are making plans of basic experiments for the engineering evaluation of WINDS network system and newly developed technology. (3) Application Experiments Ministry of Internal Affairs and Communications will make an announcement of opportunity for WINDS application experiments. JAXA and NICT will support the ministry to facilitate the experiments by providing technical support and communication capability of WINDS. Preparation for WINDS Experiments

Equipment for the ground station shall, in principle, be prepared by the participants. Participants may request to use (borrow) the ground station that the satellite development agencies plan to install. However, it may not be possible to agree to all requests due to limited availability. All expenses incurred in connection with implementation of the experiments shall be borne by the participants. Application form shall be submitted to MIC from February 1 st to March 30 th Call for Proposals concerning to the WINDS applications experiments is underway. Call for Proposals
